Step One:
First, make a a blinkie at a blinkie maker (there's one at this site).
Step Two:
Crop it in paint, and make the colors change.
Step Two:
Then, save each one and animate it in Animation Shop(witch includes in PSP).
Step Three:
After that make the animation loop, and set it to 25 mil.
