To establish a standard, affordable, and effective Primary & Secondary School Education Security Initiative (PASS-ESI) that can be adopted at the district, state, or national level.
DESCRIPTION & OVERVIEW
The Primary & Secondary School Education Security Initiative (PASS-ESI) will protect our schools and children through the use of volunteer teachers & school employees as armed, conceal carry weapon holders.
With PASS-ESI, expensive police officers & "new" employees from poutside security firms and their high incremental costs are not required to protect our children in schools. Training (Using the NRA's offering for free training to al schools) & using capable existing employees, who are already included in the budgetary process, to be volunteer, armed, conceal-carry permit holders in each school will satisfy the initial response requirements & statistically will be far more effective & save many lives during any incident.
THE PASS-ESI PROGRAM:
Coordinating at the School District, the State, or the National level...any of which could serve as a starting point, but need not wait on any higher level...to train existing adult teachers, or other school employee who volunteer and meet basic firearms safety requirments (ie. no domestic abuse convictions, no felony convictions, no mental health issues), as armed conceal carry permit holders, specifically for armed school protection duties. Use the Free Training Program offered by the NRA to train these individuals and prepare them to pass their conceal carry permit evaluations for each respective state, and to ensure that the costs for the program are minimized.
Standardize the conceal carry firearm for the entire district, or the entire state program as determined by each school district or by each state's representatives. For example, a Smith and Wesson, 6" barrel, .357 cal. revolver or other equivalent weapon. Either provide an incentive or other bonus from the school district budget, or from funds the state legislature establishes for the firearm along with one box of fifty bullets for each individual who passes the training and gets their conceal carry permit. Alternatively, to further reduce costs, a district could opt for requiring that the individual volunteer provide their own weapon and avoid the costs to the district/state. This alternative may reduce the number of volunteers, but in many, many areas around the country, there are enough firearm owners to allow it to succeed in any case.
Each individual employee would be responsible for maintenance, practice and further ammunition requirements for their weapon. Each conceal permit holder must also pass an annual conceal carry proficiency test in conjunction with this program, to remain a part of their district's program..
GOALS FOR THE PASS-ESI PROGRAM::
The goals for this program at each school would be as follows:
Develop the school secutiy plan around this capability. Make sure that any assailant is cordoned off from other areas of the school immediately by armed conceal carry holders in the area where the criminal is active, and using other conceal carry permit holders to watch over and guard other students as they are assisted in leaving the building through doors away from the scene of confrontation to defensible, rally areas outside of the building where they would await the arrival of law enforcement officers from the surrounding municiplaity, county, township, or parrish.

The statistics could not be any more clear. It is past time to implement a program that will work to secure our children, one that is affordable and does not involve a national deployment of either local, state or national police to every school in the nation.
