Spotlighting is a really simple and easy effect on Paint Shop Pro. I have PSPXI, but I think this effect can work on most PSPS'.

The first step is to open your PSP(XI.)Once you've done that copy or create an image you want to be "Spot Lighted." For this tutorial, I am going to use this image:

You may use this picture if you want.

Copy your image. Paste> As New Layer.

Okay now go< Effects< Geometric Effects< Circle

A window will appear and look something like this:

Click "OK"
