This guy is supposed to be a chapter master like marneus calgar (games workshop) of the ultra marines so he warrants a special charachter.
When someone doesn't want to fight special charachters I use the same model as a Force Commander with Bionics, Lightning claw, master crafted Storm bolter, frag grenades, krak grenades, melta bombs, Iron Halo, Purity seals, teleport homer for a total of 188 points

can only accompany Dimitriv as a command squad, the command squad consists of four paladins one veteran sargent and 0-5 space marines
Paladins are similar to the ancients of the ultramarines they are the elites of the elite veterans of the chapter the only reason I didn't just use them as grey knights is so I would have my own troop type. But most people want to fight a normal army so I usually use them as grey knights.

can only be included in an infantry squad from the heavy support or troops choices and takes up a elites and a HQ choice
I made this guy so because I realized I would end up with a space marine with no arms because I used a emperor's champion model to represent my veteran assault sargent, so when I ordered the hooded inquisitor in terminator armour I also got the noise marine champiom power fist and chainsword to fill in for this "extra" guy.
the problem with special charachters is no one wants to fight them so to make my army legal I use Dimitriv as a force commander the paladins as grey knights, the keeper of history I normally won't use. and I include an inquisitor as Historian Romanov which counts exactly like an inquisitor lord so I can have a legal force. I modeled the inquisitor using the cypher fallen angel model from games workshop. And made his retinue out of mostly extra parts, such as my first models, a veteran sargent and a haemonculus, extra parts, some old cheap toys that where the right size and a star wars imperial probe droid model.

Due to the fact that the imperium is not conducive to widespread knowledge you may ally this chapter with another imperium unit. Even though they are allied with the tau and recruit from tau human auxilaries the chapter cannot take a tau unit into battle or use tau weaponry or vehicles. However you may include tau as an allied army to the marines but you cannot ally with both human and tau armies.
