China opened it's doors to international adoption in 1992. The China Center for Adoption Affairs (CCAA) was created to process all domestic and foreign adoptions.
The process once our dossier is sent to China goes something like this:
There is some speculation that CCAA attempts to match parents and babies based on similarities in appearance, temperments, or likes/dislikes.
China considers it's adopted children to be "little ambassadors". For that reason, orphanage conditions are generally good and continue to improve. The nannies care strongly for the children in their care and give them the best care they can.
The orphanages are independently run by each province. It is up to the local orphanages to contact CCAA and provide referrals of adoptable children. The CCAA requires both the orphanages and us as adoptive parents to comply with the same adoption rules & laws. The CCAA is the liason between the two and forces us to complete this painfully slow process.
