What is a Special Education PAC?

The DOE special education regulations specify:

"Each school district shall create a district-wide parent advisory council offering membership to all parents of eligible students and other interested parties. The parent advisory council duties shall include but not be limited to: advising the district on matters that pertain to the education and safety of students with disabilities; meeting regularly with school officials to participate in the planning, development, and evaluation of the school district's special education programs. The parent advisory council shall establish by-laws regarding officers and operational procedures, and, in the course of its duties, the parent advisory council shall receive assistance from the district without charge, upon reasonable notice, and subject to the availability of staff and resources. The district shall conduct, in cooperation with the parent advisory council, at least one workshop annually within the school district on the rights of students and their parents and guardian under state and federal special education laws."

FSEPAC Mission 

The Mission of the Foxborough Special Education Parent Advisory Council (FSEPAC) is to work towards the understanding, respect, support, and appropriate education for all children with special education needs in our community.

Promote and support an innovative educational environment where children with disabilities have equal access to educational opportunities and a school and community environment where all children are encouraged to reach their full potential.
Promote a network for parents of children with disabilities and provide a forum to share information and discuss matters of relative interest and concern regarding our children.
Promote communication and programs within the community to encourage understanding, respect, acceptance and inclusion of children with disabilities.
Collaborate with the school community to continually improve the educational opportunities available within and without our schools that promote improved educational outcomes for children with disabilities.

FSEPAC Goals

Provide outreach and support to members of the community.
Establish a support network among parents. Provide training in Chapter 766 and development of educational programs.
Stimulate meaningful dialogue between the Foxborough School System and parents.
Work with the School Committee to establish procedures related to planning, development and evaluation of the special education program.
Provide regular forums for parents and Foxboro School Personnel to share information and discuss pertinent issues.
Participate in the discussion regarding Special Education Budget process.
Keep current with legislative changes and inform FSEPAC members and community.

        Who should join the FSEPAC?

Parents and/or guardians of children who receive special education services-in or out of this community.

Parents who think their child may have some learning or behavioral issues, (i.e.,  if your child has attention issues, does not have many friends, is socially isolated or just different.)

Parents who are just learning about the special education process, 504's and IEP's.

Parents who would like a support group that understand their issues, challenges and concerns.

Parents and educators who want to learn more about local resources-therapists, testing, workshops, programs, camps, etc.

Although Foxboro has over 600 children with special education needs (including individual education programs (IEP’s), 504 Accommodations, or Out-of-District school placements) our Special Education Parent Advisory Council has been inactive for the past few years.

Now is the time to become involved - work with other parents and school personnel to insure our children's educational needs are met. Share ideas and strategies that will help your child succeed. Parents are their child's best advocate. Please join us at the next FSEPAC meeting held on the 3rd Thursday of each month in the Igo School Cafeteria at 7:00. Look for our updates in the school newsletters or on Cable Access. Future meeting topics to be announced.
