Any of the training or courses you see that is not denoted by a "(not an option)" sign, is purley optional. You can take that course only if you want to and only if your rank permits. You can also take courses at a higher rank, for example a Sergent Major can take Leadership even though he/she is one rank above where it originaly opens at.
