MEETINGS

    The league has meetings every August. Here referees will be informed on the league and FIFA updates for the upcoming season and of all the EBSSL rules.

    This meeting is mandatory to all EBSSL referees.


PAYMENTS

    Our pay scale is as follows:

    Center - solo/assisted:   $50/game

    Assistant Referee:            $35/game

     

    The league pays twice a year, in mid-December and at the end of the season and Cup games, around the end of April.

    The regular season games are solos, but sometimes during the season, team managers will request AR's for an important game. All Cup finals will consist of a 3-referee team, one Center and two Assistants.

Rules for EBSSL Referess

    BEFORE THE GAME

    >         Collect a team-roster from each manager about 10-15 minutes before the scheduled game time.

    >         Check the game-date for accuracy, must be for the Sunday's game.

    >         No other altered roster or handwritten names should be accepted, only the jersey numbers are hand-written.

    >         Check the players and their passes, every player must have a league player pass.

    >         EXCEPTION, if a manager has a printed email/letter from Kamran Ghanbari or Mario Vela to let a player play (meaning paperwork in process). This happens very seldom but if it does, make sure you write a note on their roster for the league to assure its accuracy.

    >         Each player must have a team uniform with the assigned number clearly showing and the proper soccer equipment, shin guards, cleats, no jewelry, no caps or bandanas.

    >         Home teams must change jerseys if the colors of both teams are similar, make sure keepers have different colors than both teams and the referee.

    >         As soon as teams have 7 suited players, the game must start, otherwise there is a 15 minutes grace period from the scheduled game time. A team not ready to start at the 15 min. mark forfeits the game.

    >         Bring a copy of these instructions to the games.

     

    DURING THE GAME

    >         Take 3-5 seconds to make the correct call, specially an offside.

    >         Stay 20-25 yards from the play, so calls can be made effectively.

    >         If players volunteer to AR, they can only make out of bounds calls.

    >         Verbally warn any player that uses loud profanity, and on their second offense, award him a Yellow card.

    >         Do NOT have to explain your calls to the players or managers, let the game flow without unnecessary delays.

    >         Any player who is bleeding must leave the field and only come back when the bleeding has stopped and if there is a wound, it has been covered.

    >         We follow FIFA laws, with the exception of allowing multiple substitutions.

    >         Substitutions, allowed at each team's corner kick or throw in; and for both teams, at kick-offs and goal kicks.

    >         EXCEPTIONS, any injured player, or if a manager wants to substitute a player receiving a Yellow card, they can sub that player only.

    >         The game length is 90 minutes starting when the ball is moved at kick-off (play time is 45 min halves and give 5-10 min. resting period). Remember that time MUST be added, when necessary, for injured players and time-wasting techniques from players.

    >         Players receiving Red cards should leave the field immediately.

    >         When giving a Red card, make sure you keep your notes clear to copy them onto the SENT-OFF report and keep the player's pass.

     

     AFTER THE GAME

    >         Return the player passes ONLY to the captain and/or manager of each team. Do not forget the passes of players arriving late (which is allowed), that you may have put in one of your pockets.

    >         Mail the 2 rosters on Mondays to Kamran Ghanbari (His name & address are on each roster) or use the provided envelope. The league must receive them by Thursdays.

    >         When issuing a Red card, you must send the player’s pass with a SENT-OFF report (download it from our WEB site), one SENT-OFF report for each Red card given.

    >         Be very specific when writing on the rosters for issuing Yellow cards, and explain clearly the situation in the sent-off report when giving Red cards.

    >         Save your personal notes of all games refereed. Sometimes the disciplinary committee will need to contact you when assigning penalties to players/managers.

     

    CUP GAMES ONLY

    >         During cup games, if the game is tied at the end of regulation, two 15-min halves of overtime is played, the Golden Goal rule applies.

    >         If the score is still tied when the overtime period ends, then go to 5 penalty kicks per team (only players playing at the end of the OT can kick them). It there is still a tie, then one PK per team until there is a winner.

     

    PENALTIES TO REFEREES

    1)     SHORT-TIMING GAMES – playing less than 45 min halves.

    1st offense, $25

    2nd offense, $50

    3rd offense, $100 and expelled from the league.

    2)     ABSENTEES – not showing to an assigned and confirmed game

    1st offense, $25

    2nd offense, $50

    3rd offense, $100 and expelled from the league.

    3)     GAME AND SEND-OFF REPORTS – not received by Thursdays

    1st offense, a warning

    2nd offense, $25

    3rd offense, $50

    4th offense, $100 and expelled from the league.

    4)     NOT ACCEPTING ASSIGNMENTS OUT OF THEIR HOME CITY

    1st offense, a warning

    2nd offense, $25

    3rd offense, $50

    4th offense, $100 and expelled from the league.

    5)     CANCELLATION OF GAMES

    If the league fails to communicate on time (Sundays by 8 AM) via by posting it on their WEB site, a message in their hotline number, email or a phone call, a $25 fee will be payable to the referee, if he/she has already left to the field.

     

    NOTES TO REFEREES

    >         All referees MUST take assignments on any of the EBSSL fields, so please be flexible accepting your assignments.

    >         Enforce all EBSSL rules.

    >         Arrive 15 minutes prior to the scheduled game start time.

    >         Keep a good attitude and everybody involved at peace.

    >         When making foul calls, be very safety conscious, since all people involved have to work the next day.

    >         Be calm at all times and treat people with respect, you will earn theirs.

    >         Call only infractions you see and do not be influenced by screaming managers or players.

    >         It's very important to write legible and be very specific about cards given.

    >         Report any problems to the Referee Coordinator immediately.
