EVALUATORS

Dr. Daniel L. Stufflebeam has wide experience in evaluation, research, and testing. He holds a Ph.D. from Purdue University and has held professorships at The Ohio State University and Western Michigan University. He directed the development of more than 100 standardized achievement tests, including eight forms of the GED Tests; led the development of the evaluation field's Program and Personnel Evaluation Standards; established and directed the internationally respected Evaluation Center, directed the federally funded national research and development center on teacher evaluation and educational accountability, and developed the widely used CIPP Evaluation Model. He has conducted evaluations throughout the U.S., and in Asia, Europe, and South America. His clients have included foundations, universities, colleges, school districts, government agencies, the U.S. Marine Corps, a Catholic Diocese, and others. He has served as advisor to many federal and state government departments, the United Nations, World Bank, Open Learning Australia, several foundations, and many other organizations. He has lectured and provided technical assistance in more than 20 countries. He has served on the boards of the National Council on Measurement in Education, the Evaluation Network, and the American Evaluation Association. Currently he serves on the U.S. Government Accountability Office Advisory Council on Government Auditing Standards. His publications have appeared in eight languages and include 18 books and about 100 journal articles and book chapters. He is the recipient of Western Michigan University's Distinguished Faculty Scholar Award, the American Evaluation Association's Paul F. Lazardsfeld Evaluation Theory Award, the WMU McKee Professorship of Education, the CREATE Jason Millman Memorial Award, and a WMU Distinguished University Professorship.

Dr. Joseph L. Stufflebeam has 15 years of experience in the field of DoD test and evaluation.  He has spent his entire career working as an engineer for Lockheed Martin and NewTec at White Sands Missile Range in New Mexico.  He holds a Ph.D. in electrical engineering from New Mexico State University.  He is currently the engineering supervisor for NewTec, which is a joint venture between Computer Sciences Corp, Lockheed Martin, Northrup Grumman, and Trax International.  He has served as a committee member and session chair of the Optical Pattern Recognition committee of the Society of Photo-Optical Instrumentation Engieers (SPIE)and serves as the chairman of the Common Digital File Format committee for the DoD Range Commander's Council Optical Systems Group.  He is also involved in DoD imaging standards activities through the Motion Imagery Standards Board (MISB).  He is currently leading a task for developing an infrared metadata dictionary for the Department of Defense.  He has published numerous papers in areas ranging from control theory, expert systems, digital imaging systems, and the evaluation of new technologies for the purpose of weapons system test and evaluation.  He has served as principal investigator on a number of DoD efforts including an image processing application for the High Performance Computing Modernization Office and for a task to develop an adaptive optics system for the purpose of directed energy test & evaluation.  In 1998, he was retained as a consultant by Western Michigan University to participate in a National Science Foundation sponsored meta-evaluation of a group of engineering schools developing new curricula.  Engineering schools involved include Arizona State University, Texas A&M, University of Alabama, Rose-Hulman, and others.
