No charges over police kick claim

A police officer allegedly captured on CCTV cameras kicking a handcuffed black man in Greater Manchester will not face criminal charges.

The Independent Police Complaints Commission (IPCC) said it was informed of the decision by the Crown Prosecution Service (CPS) on Monday.

An inquiry said there was insufficient evidence to charge anyone over the alleged assault on Delbo King, 33.

An officer had been taken off frontline duties and an investigation launched.

King complained after he was arrested for smashing a bus shelter in Manchester city centre in June 2003.

The former paratrooper had claimed CCTV footage showed he was repeatedly kicked.

The footage was shown during a court hearing at which King, of Gorton, Manchester, admitted criminal damage to the bus shelter and resisting arrest.

Greater Manchester Police (GMP) referred the matter to the IPCC.

After an inquiry by West Yorkshire Police, the matter was investigated by the IPCC who sent a file to the CPS.

The CPS ruled on Monday there was "insufficient evidence" to bring the matter to court against the officer seen kicking King and two others who assisted the arrest.

King, a former Army boxing champion, suffered bruising to his genitals and a broken tooth.

The officer involved is understood to have claimed the kick was in "reasonable self-defence" as the suspect struggled to resist arrest.

Naseem Malik, IPCC commissioner for the North West, will now discuss with GMP what, if any, disciplinary action the officers should face.

Hundreds attended a vigil for Anthony in Liverpool
A 26-year-old man questioned over the axe murder of black teenager Anthony Walker has been freed on bail.

The 18-year-old was attacked by a gang of white men on Friday night in Huyton, Merseyside, in what police said was a racially-motivated attack.

Detectives have now released on police bail all four men who were arrested in connection with the killing.

Hundreds of people attended a vigil in Anthony's honour at St George's Hall in Liverpool on Tuesday.

Anthony's mother, Gee, made her first public statement since her son's murder at the vigil.


 
 
She said she felt sorry for his attackers, but that they should not be allowed to walk the streets.

His sister, Dominique, made a public appeal for help in catching his killers.

"I just want to say to the people that if anybody knows anything can they speak up.

"This is no joke, he is flesh and blood, my little brother, he was only 18."

Doreen Lawrence, the mother of Stephen Lawrence, who was stabbed to death in a racist attack in London in 1993, had earlier visited the scene of Friday's killing.

"I'm only hoping that this time that justice will be done and seen to be done, because Stephen's killers are still walking free and I'm hoping that Anthony's killers will be brought to justice," she said.

Detectives are still trying to trace Michael Barton, 17, and Paul Taylor, 20, who are also from Huyton, although it is believed they may have left the country.

Michael Barton's brother, Manchester City footballer Joey Barton, appealed for his brother to contact police as he called the murder "senseless" and "horrific".

Gee Walker made an emotional appeal for help in tracing her son's killers at a 800-strong vigil for the murdered 18-year-old in Liverpool on Tuesday.

Anthony was killed by a gang of white men in Huyton, Merseyside, on Friday.

Police want to trace Michael Barton, 17, brother of Manchester City footballer Joey, and Paul Taylor, 20.

The pair are thought to have fled to Europe after the attack, and British officers are working with their colleagues at Interpol to track them down.


 
 

At the well-attended vigil at St George's Hall in the city centre, Mrs Walker said she felt overwhelmed by the "sea of faces" looking at her and the support from strangers.

The 49-year-old special needs teacher apologised for wearing sunglasses because of her swollen eyes. This drew a round of applause from the congregation.

"I am receiving letters from people I don't even know - from America, from Canada, phone calls from Ireland, you name it and letters of condolence.

"I don't know how to thank you, I applaud all of you and thank you from my heart, other people have scripts, I have none.

"I have to tell you about Anthony, he was everybody's son.

"I am sure he is looking down at you all bouncing his basketball."

She said she had placed basketballs and teddy bears sent to her by the public into Anthony's coffin.

"I am sorry for the people that have done it and if you know anyone then come forward, they don't deserve to walk the streets," she said.

Pilots complain of pirate sounds

Air traffic controllers were able to switch to another frequency
Pilots flying into Birmingham were welcomed with the sounds of an illegal radio station as they tried to speak to air traffic controllers.

Communications watchdog Ofcom was called in to track down the pirate broadcasters after two pilots complained of the musical interference.

Ofcom seized radio equipment after tracking it to a tower block in the Highgate area of the city.

A spokesman said such broadcasts could pose "significant" problems.

He added that passenger safety was not threatened.

The spokesman told BBC News: "The pirate radio station was using a very poor-quality transmitter.

"It was so malfunctional it was transmitting on two frequencies at the same time.

"We went out and within a matter of hours we found the transmitter at fault and dismantled it.

"Unfortunately, people don't transmit from the same location as the equipment.

"They don't sit next to it with a bag of records. They connect to it remotely from their studio.

"It's a lot harder to find the studio than the transmitter and that's why we haven't made any arrests yet."

He added that they were still investigating the case and were "confident" of finding those responsible.

A spokesman for National Air Traffic Services described the illegal broadcasts as a "minor problem", and added: "It shouldn't happen, these are protected frequencies, but we do have reserved frequencies we can switch to."

 

Four admit pirate radio offences

 
Four people connected with Norwich pirate radio station Stylish FM have admitted broadcasting offences.

Lee Busby, 37, and Michael Maglinte, 31, both from Norwich, and Rique Wall, 18, from Surrey, admitted running the station from January to November 2003.

Anne Rex, 36, also of Norwich, admitted using apparatus for unauthorised broadcasting without a licence at Norwich Crown Court on Friday.

The four were released on bail and will be sentenced on 17 September.

Jurors heard the station broadcast urban dance music to Norwich and the surrounding area.

All four denied conspiring to run the station and the judge ordered that this count be left to lie on file.

Charlotte's family are devastated
A teenager has appeared in court accused of murdering a 15-year-old girl who was stabbed to death at a party.

The 17-year-old girl from Brentwood, Essex, who cannot be named due to her age, was remanded in custody until 19 April by Redbridge Youth Court.

Charlotte Polius, 15, of Carroll Close, Stratford, east London, was attacked at a 16th birthday party in Saxon Road, Ilford, east London, on Sunday night.

Charlotte was taken to hospital with stab wounds but died later.

Charlotte's family have said they are "absolutely devastated" by their loss.

Police appeal

Her uncle Steve Howsen, 37, said: "Words cannot express the way the family feels at present."

Charlotte lived with her mother Mary, stepfather Paul, brother Dion, 10, and step-sister Priscilla, three.

Detectives have asked parents whose children may have been at the party to contact police.

A post-mortem examination confirmed Charlotte died from a stab wound.

London rapper Kano has come third in the BBC News website's Sound of 2005 poll of influential music pundits to find the talent to watch in the coming year.

Tips from more than 100 critics and broadcasters have been compiled into a list of artists to watch in the next 12 months.

We are revealing one artist from the top five every day this week until Friday, when the winner and full top 10 will be announced.


Kane Robinson, better-known in the capital's garage clubs and on pirate radio stations as Kano, is hotly tipped to follow the likes of Dizzee Rascal and the So Solid Crew from the underground to the mainstream.

After working his way up the ranks of east London's garage world for four years, Kano, 19, has emerged as one of the most distinctive voices and most talented homegrown rappers yet.

London's garage scene, and its spin-off grime, may still be in their infancy compared to US hip-hop - but with a style true to his roots yet influenced by his idols from across the Atlantic, Kano could be one of the first to bridge the gap.

There was a glimpse of his potential in November when he appeared at the Smash Hits Poll Winners' Party - normally the domain of pure pop starlets rather than underground rappers - after coming second in a vote for viewers to choose their favourite new acts.

"It was a bit mad," says Kano, who had never heard of the Smash Hits Poll Winners' Party before appearing at it.

"It was a different kind of experience - a crowd I'd never played to, little kids, and parents and all of that. The song I was there with, it's not even a crossover tune, it's an underground tune."

He puts his unexpected success down to the video for his first single, Ps & Qs: "A lot more people see your video than would turn on the pirate radio, so it gets you out there to the wider audience. That's always good."

Kano grew up in a reggae-loving Jamaican family and a garage-loving area where rap battles were a part of normal playground rivalry.

He was a promising footballer, playing with Chelsea at 11 before joining Norwich, and his cousin, Jon Fortune, plays for Charlton.

But he did not pursue that career and he also turned down a place at university. "I'd done the school thing, I'd done the college thing, I'm not really a big fan of uni," he says.

Instead, he concentrated on making it to the top in the highly competitive arena of MCing, where the crowd is fickle and every new pretender wants to knock the star off his perch.

"To win fans on the underground is hard work," he says. "I wouldn't say it's something that's just happened - it takes time, and it's not like an accident or luck. It's skill and dedication.

"A lot of the time, the kids really decide - they have a favourite MC for one week and then they like someone else. It's changing all the time. I've had a lot of favourites come and go."

He has won over the fans, he says, with meaningful lyrics about real life - the "turbulent inner life of Britain's excluded urban underclass", as his press release puts it.

"To me, the lyrics are the most important thing," he says. "Sometimes it seems like a lot of people are not making sense or they're not trying hard enough or the lyrics sound a bit simple and basic."

That matters when lyrics are the only thing separating different MCs who are all rapping over the same beat on a pirate radio station. And most of his fans so far heard him on those illegal DIY broadcasters.

"The street fans were our first fans and they heard us on pirate radio so that's the most important thing for us," he says.

But the mainstream is now calling after he was signed to The Streets' label, 679. He now classes himself as "an artist" rather than just an MC because he makes the complete musical package as well as rapping.

Brit Award winners So Solid Crew

As of Friday, Dwayne Vincent, a member of the band who performs under the stage name Megaman,

was charged with murder and possession of a firearm. According to the BBC news, the MC appeared at Camberwell Green Magistrates’ Court earlier today (November 26), where Vincent behaved like a soldier behind enemy lines, speaking up only to confirm his name and where he lives before being remanded back into custody.

The charges all stem from a shooting that took place on November 6 in South London. A man named

Colin Scarlett was shot and died shortly after the incident. Another man, 22-year-old Carl Morgan,

was arrested in relation to theincident and has also been charged with murder and firearm possession.

 

 

 

DIZZEE RASCAL SKINT!

RAPPER Dizzee Rascal is so skint he was turned away from a posh hotel — and had to stay in student flats.

Dizzee, hailed as the UK’s answer to Eminem, did not have enough on his credit card to pay for a suite.

He was refused a room at the Randolph Hotel in Oxford after performing at a university ball.

The 20-year-old Londoner who won last year’s Mercury Music Award, headed for nearby student halls for the night.

A friend said: “Dizzee was told he couldn’t stay at the hotel and would have to look elsewhere.

“He was given a cheque in advance to play at the ball — but he was still broke. He might be one of the most critically acclaimed British artists this decade but he certainly isn’t leading the life of a star. 


“He’s living with his mum on a council estate in London BOW and has none of the trappings people expect.”

The controversial rapper beat favourites The Darkness, Coldplay and Radiohead to scoop the Mercury prize.

EXCLUSIVE: WILEY WALKS OUT OF XL

 

Sources close to Roll Deep contacted us early this morning with the news that Wiley has walked out of his deal with XL Recordings. Industry insiders had been speculating on the state of Wiley's releationship with XL for the last few weeks after sales of his album 'Treddin' On Thin Ice' didn't reach far past 20,000 copies. The details of Wiley's contract with the label are being resolved as we speak.

 

 

 

"Wiley felt like he would be better focussed on promoting his new material working with another label" said a spokeperson for Wiley's crew Roll Deep, "He wants people to know he wasn't dropped." Wiley also said he was not beefing with Dizzee Rascal following the recent slanging match on Tim Westwood's Radio 1 show. Meanwhile, the finishing touches are being put to Roll Deep's debut album, which is rumoured to have been signed to Island Records.

Ms Dynamite is opening her own skool of music.  To give youngsters a chance to develope their music skills.  South London Lambeth is the choosen location.  The skool is to be named DIDDYMITE.

Miss Dynamite has put her own money into this project while also receiving grants from the government.

The academy will run clases for 7 - 19 year olds during weekends and holidays, Ms Dynamite will also be teaching the classes.

So get ya ass up there if ya interested.

Producer Jammer has left N.A.S.T.Y Crew after a series of disputes with the rest of the group.

MARCUS: "Jammer wasn't paying members of the crew for tunes they re-leased, He was just looking out for himself pushing himself to the front of the crew doing DJ bookings and interviews on his own"

Marcus also added " Jammer did not leave he was kicked out.
