From Attorney to Starving Artist

Joy C. West is a licensed attorney admitted to practice in the District of Columbia and State of Michigan. She is a native of Compton, California and was educated in the public school system graduating from Compton Senior High School in 1973. She received her undergraduate degree from the University of California, Irvine in 1976 and law degree from the Howard University School of Law in 1979.

 

She established J.C. WEST, P.C., a professional services corporation in 1987 which has a reputation for providing high caliber and cost effective services. Over the course of her career she has developed an impressive range of experience in the practice of law, municipal legislative representation and the provision of technical assistance to public housing agencies in the areas of procurement and contracts, HOPE VI community and supportive services, Section 3 Policy and Alternative Procurement.

 

She served as the Washington lobbyist for the City of Detroit for twelve years under the Coleman A. Young administration. She was involved in major projects that included airport development, community and economic development, public and assisted housing, transportation and resource recovery. Her ability to access the process as critical developments occurred enabled the City to be on the cutting edge as legislative proposals were developed. Her experience base in handling urban problems provided the City with the appropriate tools necessary to carry out its legislative and administrative agenda.

 

The provision of technical assistance to public housing agencies in the areas of procurement and contracts and HOPE VI community and supportive services has been a key area of involvement. She has partnered as a team member with organizations such as the National Association of Housing Rehabilitation Officials (NAHRO), EDTEC, Inc., Spectrum Consulting Associates, Inc., and Aspen Systems, Inc. on various projects. She has worked with public housing agencies designated as troubled by the Department of Housing and Urban Development. She has also provided technical assistance to HOPE VI grantees in the areas of community and supportive services. As a member of the NAHRO Professional Development Faculty she has conducted training sessions in the areas of Mastering Procurement and Contracts, Advanced Procurement, Procurement Cost Analysis and Contract Administration.

 

With over twenty six years of experience as an attorney she has handled a diverse range of cases. She has developed litigation strategies, prepared pleadings, motions, interrogatories and pretrial statements, participated in depositions, settlement negotiations, regulatory hearings and trials. Areas of representation include general civil litigation, general corporate, administrative and regulatory agency, contract review and development, business development, debt collection, wills and testamentary instruments and special projects.
