Senior Crime Prevention Project
PROGRAM HISTORY
Portsmouth City Council adopted TRIAD on October 9, 1995. The participating agencies included the Sheriff's Office as the sponsoring agency with support from the Police Department and the American Association of Retired Persons.
The Portsmouth S.A.L.T. (Senior and Law Enforcement Together) Council was formed to work cooperatively to create strategies and programs that would anticipate, recognize and appraise crime risk. S.A.L.T. seeks to initiate action to reduce or remove criminal opportunity to help lesson the fear amongst our senior population.

In August of 2003, the City of Portsmouth received a grant from the Virginia Department of Criminal Justice Services to purchase equipment and supplies to improve our services to our seniors. Specifically, to provide home safety surveys with video and still photography while offering the senior crime prevetion information. These programs are available upon request.
WHAT IS TRIAD?
TRIAD consists of a three-way partnership between the Sheriff's Office, Police Department and our senior leadership in the community. TRIAD provides the opportunity for the exchange of information between law enforcement and seniors.
WHO PARTICIPATES IN TRIAD ACTIVITIES?
The Portsmouth S.A.L.T. Council is the key component for the success of TRIAD. The council serves as a sounding board, informational channel and a catalyst for law enforcement agencies to address crime related issues that impact seniors.
Activities and programs are planned and developed in partnership between law enforcement and seniors that effectively involve and benefit the Portsmouth senior community.
WHAT PROGRAMS DOES TRIAD OFFER?
- Home Security Surveys with video and still photography
- Project Lifesaver (rescue and recovery program for citizens identified with medical conditions that could cause them to become lost).
- Crime Prevention for Seniors
- Fraud and Scam Prevention
- Identity Theft Prevention
- Distribution of Safety and Crime Prevention Literature for Seniors
