This is a well-established program with valuable impact on participants, however, the manner in which program proposed to use United Way funds to create desired outcomes was not clear. Although all money requested was to provide scholarships, agency representatives did not directly communicate how or how many scholarships could be awarded with United Way funds, how accountability of those awarded scholarships would be tracked, or what criteria would be used to determine recipients. We were also disappointed that the program representatives did not respond to a direct request by the site visit team to provide visual support for their case at the presentation. While it is clear the program has value, the proposal ranked below the programs that were funded.
