Any Paint shop pro
NOTE: this is easier than doing borders in paint!
1.First pick a picture, with either a rectangle or square.
2. Open Paint Shop Pro (any version I guess, I used 8) and paste your picture down
3. Click on Image, Add Borders
4. Then something should pop up
5. There should be a color under color, that will be your border color, change it to a color you think suits your picture
6. You're done! Wasnt that sooo easy?
