BYLAWS

 of the

Coast Guard Spouses’ Club of Elizabeth City

 

Article I: NAME

·        The name of this club shall be the Coast Guard Spouses’ Club of Elizabeth City, herein after referred to as the CGSC.

·        The club year shall be 1 September – 31 May; however, the executive board may meet during the summer months and act on behalf of the Spouses’ Club membership.

 

Article II: PURPOSE

The CGSC is organized for the purpose of:

·        Promoting friendship, support, and increasing the sense of the Coast Guard Community.

·        Supporting the well-being of active and retired Coast Guard families.

·        Organizing social and charitable activities.

 

Article III: MEMBERSHIP & DUES

            The membership shall consist of:

·        Regular Members

A.     The spouses of active, retired, and reserve Coast Guard members.

B.     Widows / widowers of Coast Guard members.

C.     Women of the Coast Guard, active and retired.

D.     Spouses of other military services.

E.      Anyone with a direct interest in the club, but will be a non-voting member.

·        Honorary / Advisory members

·        Membership shall consist of interested spouses without regard to race, religion, age, sex, or disability. 

·        The dues of this club shall be $15 per year.

 

Article IV: OFFICERS

·        The elected officers, known as the executive board of the CGSC, shall be a President, Vice President, Secretary, and Treasurer.

·        Elected officers shall govern and operate the club in accordance with the bylaws, hold current membership in the club, and attend all scheduled meetings.

 

Article V: NOMINATION & ELECTION OF OFFICERS

·        All officers shall be nominated from the floor and voted on at a meeting prior to the last regular meeting of the club year.

·        The newly elected officers will assume their duties after the installation ceremony at the last club meeting of the year.

·        The term of officers shall be for one year.  An officer may be eligible to serve no more than two consecutive terms in the same office.

·        The Commanding Officers will be informed of newly elected club officers.

 

 

Article VI: DUTIES OF THE EXECUTIVE BOARD

            President

·        Shall preside at all regular meetings of the club.

·        Shall put to vote all questions discussed, and shall decide all questions of order.  The President shall make neither motion nor vote on any questions unless the club shall be equally divided, in which case the President will cast the deciding vote.

·        Shall solicit chairpersons for all committees necessary to carry out the business of the club.

 

Vice President

·        Shall assist the President and in his/her absence shall assume the duties of the President.

 

Secretary

·        Shall keep the minutes of all meetings of the club and have them available to present at the next regularly scheduled meeting.

·        Shall handle the correspondence of the club.

·        Shall be the custodian of all the permanent records of the club.

·        Shall be able to produce a copy of the Bylaws at all meetings.

 

Treasurer

·        Shall be responsible for all the funds pertaining to the club and shall keep an accurate record of all dues, receipts, and expenditures.

·        Shall deposit all funds in the name and to the credit of the club in such depositories as may be approved by the Executive Board.

·        Shall make a current and accurate financial report at each regularly scheduled meeting.

·        Shall collect dues.

 

All Executive board members

·        Shall be authorized to sign checks on the club bank account.

 

Additional duties

·        Any expenses incurred by the routine operation of the club or its activities may be reimbursed by the authorization of either the Treasurer or the President.

·        Any expense, other than routine operations, must be approved by a majority of members present at a regular meeting.

 

Article VII: MEETINGS

·        The CGSC shall meet at least nine times a year.  Any other meetings may be scheduled by the agreement of the majority of the members attending a regular meeting.  All members shall be notified of meetings.

 

 

Article VIII: AMENDING THE BYLAWS

·        The Bylaws may be amended by a majority of members attending a regularly scheduled meeting.


Article IX: SCHOLARSHIP

    The CGSC will award a scholarship in the amount of five hundred ($500) dollars each year. The amount may be adjusted according to the amount of funds available.

  • The CGSC will have a bank account specifically for the Scholarship Fund. A balance of $250 must be maintained in the account at all times.

  • There will be a non-board member to act as the Scholarship Committee Chairperson. This person will follow the duties outlined in the Chair description located in the Scholarship Information Package.

  • Eligibility, criteria, scholarship committee, and awarding the scholarship are outlined in the Scholarship Information Package.

  • Upon dissolution of the Club, all Scholarship funds will be awarded equally to the 2nd, 3rd, etc. place applicants or donated to the Wings of Faith Chapel.

 

Article X: DISSOLUTION

·        Upon dissolution of the club, after all debts have been paid, all money remaining shall be distributed to appropriate charitable or nonprofit organizations, by the agreement of the majority of the members attending the last meeting.
