Rule One
Exhibitors are requested to familiarize themselves with the rules of the Fair.
Rule Two
All entries must be products of Carter County only, produced in or by exhibitors that must reside in Carter County or attend a school in Carter County, excluding participants of the horse show.
Rule Three
Exhibitors will be required to care for all livestock entered. Owners must personally exhibit it, except in case of illness or some other unavoidable reason. In these cases, special permission must be obtained from the management before the animal enters the show ring.
Rule Four
The fair officials reserve the final and absolute right to amend or interpret these rules and regulations and arbitrarily settle and determine all matters, questions or differences in regard thereto, or otherwise arising out of, or connected with, or incidental to the fair.
Rule Five
Breeds classifications will be determined by the species superintendent and assistants.
Rule Six
Any exhibit not presented properly on schedule will be ruled out and barred from competition. No complaint or protest on the grounds that the judge did not see the exhibit will be considered. The decision of the judge will be final.
Rule Seven
Entries in 4-H club and F.F.A. divisions may be made by bonafide members only, certified by the County Agent or Vocational Agriculture instructor.
Rule Eight
Entries will be placed for exhibition as directed by the Superintendent.
Rule Nine
Exhibitors of livestock shall be required to keep their stalls and alley clean, and their animals must be gentle and halter broken, so they can be led and shown before the judge. All shavings must be removed and stalls must be cleaned upon the removal of livestock.
Rule Ten
All exhibits must be accessible to visitors at all reasonable hours during the fair.
Rule Eleven
All property of every character entered for competition or display, or any other purpose of being any where on the Fair Grounds, shall be subject to the control of the Fair Board, but in no case shall the Fair Board or any of the officers, directors, or anyone connected with the Fair be held responsible for any loss, damage or injury of any character to any such property or person while same is under control, or at any other time or place. If the property owners or others interested in the property desire protection against loss, damage or injury from fire or from any other cause, they must make their own arrangements therefore.
Rule Twelve
No animal or article will be allowed to be entered in the name of any other person or firm other than the bonafide owner.
Rule Thirteen
Any exhibit to compete must be made, owned, and crops grown by exhibitor since the previous fair.
Rule Fourteen
All entries (except livestock, poultry and rabbits) must be entered with the Secretary no later than 7:30 p.m. Tuesday, Sept. 5th.
Rule Fifteen
Every Exhibit (except livestock and poultry) must remain intact until noon on Saturday, and failure to comply with this requirement will bar said exhibitor from participating in premiums awarded by the judge in any department of the fair.Early withdraw, without special permission by the by the Fair Manager or superintendent will rule that exhibitor ineligible to participate in any future Carter County Free Fair.
Rule Sixteen
The management reserves the right to remove from the fairgrounds any exhibits, animals, concession or show that may have falsely entered or may be deemed unsuitable or objectionable by them or without assigning a reason therefore, and if necessary, to return any money already paid for space or stall, which shall exonerate them from any claim whatsoever on the part of the exhibitor or purchaser.
Rule Seventeen
All exhibits , excluding cattle, sheep, goats, and swine will be released between 4:00 pm and 4:30 pm Saturday. Livestock, as listed above, will be released at 3:00 p.m. on Friday. Exhibits not removed by
Rule Eighteen
All agricultural instructors must make a list of the exhibitors from their particular club or chapter and hand it to the superintendent of the department where the exhibit is entered.
Rule Nineteen
Where there is no competition, the judge shall award, first, second, or third prize according to the merits of the article and no premiums or ribbons shall be awarded to any unworthy subject.
