Dawn's mom has a feebas. [Why are they still using 3rd generation Pokemon when they're in the fourth generation? They've used Feebas twice already!]
How did it evolve without battling? The game clearly does not let a Pokemon evolve in between levels. Those people take it easy in the anime.
