Okay,

begin at a new new image. it dousnt matter wich size you choose.

use the paint bucket tool to make the image black

Then pick the gradient tool and use these settings:

After that begin to make small balls like this:

Then, we will give it some color. do CTRL + b and give a nice red color, you can do it in any other color you want to. Be sure you got 'Preserve Luminosity' clicked on. after that, go to Filter-->Stylize-->Wind

1)here i will show you how to make a cool cloudy abstract.

on a new image, do filter --> render --> clouds

after that go to filter --> distort --> wave

click on the randomize button untill you got something you like.

after that click on ctrl + B

then pick a blue color, not to dark not to light.

2)new layer.

and repeat step 1, only pick instead ctrl+B pick ctrl + U

you will get the hue/saturation tool. pick a color, wich has a bit blue in it.(like lightgreen + blue or something)

and set saturation a bit high, it needs to be a bit flashy to get effect on it. then set that layer to blending mode 'overlay'

ctrl + E(merge) and voila. you got a nice cloudy abstract
