MEP Lilli Gruber highlights "anomalous" Maltese media
The situation of the Maltese media has been brought to the fore in a parliamentary question by Socialist MEP Lilli Gruber, the former RAI television journalist. Gruber has asked the European Commission whether it was aware of the unique situation of TV broadcasting in Malta where the political parties and the Church own radio and television stations. "Together they dominate the audio and audiovisual media," Gruber said, referring to an October 2002 survey showing Maltese spent 78 per cent of their radio listening time following a radio station owned by these institutions. The MEP has asked the Commission whether it intends taking action with the Maltese authorities to ensure the "anomalous situation" is rectified so that other political parties, minorities and civil society are given the opportunity to voice their opinions on all Maltese TV media. Gruber highlighted Malta as a particular case where the media sector has become more problematic due to conflicts of interest, where the board of the national Broadcasting Authority is nominated by the Prime Minister after consultation with the Opposition leader. Secretary-general of the European Green Party Arnold Cassola, a candidate to the European Parliament elections for Malta in 2003, said in a statement that the Maltese people "could never expect their representatives in the European Parliament to speak up on such issue" since all five MEPs would be "sanctioned" by their respective political parties. "It is very important that a journalist of international repute like Lilli Gruber has had the foresight to speak up in the European Parliament about such an anomalous TV media situation as the one in Malta," Cassola said.

National threshold too high

The plan to lower the national threshold for parties to enter Parliament to 7.5 per cent would mean that the district threshold would have to be removed.
In general I am very satisfied with these developments. It is necessary for the progress of the country and its democracy that smaller parties, such as AD, are given a chance to win a seat in Parliament.
However, I believe that 7.5 per cent is still too high. In many other European countries it is four or five per cent. In Malta it should be five per cent too. National parliaments often benefit from the small parties rather than from the big ones. Only small parties can provide a real opposition which means that they bring up certain issues and show another point of view.
Big opposition parties tend to just oppose, because it is their job to do so and they think it is expected of them. First they decide to oppose and only then do they search for arguments.
Small parties first look for arguments and then decide on which side they stand. |

NEW POLITICAL PARTY - WHY? |

|
1. EMMY BEZZINA, veteran lawyer and broadcaster, and JOHN ZAMMIT, journalist, have decided to plunge ahead in the face of interminable difficulties and form a much needed new political party.
2. The name of this political party will be formally announced after May 12th, 2004, through an official communication. For the forthcoming European Union Parliament’s June 12th Elections, this party will be fielding two candidates, though up to May 12th it is not excluded that an additional candidate or two will join with BEZZINA and ZAMMIT.
3. Our major political parties have become synonymous with distrust, lies, arrogance and an insatiable lust for power, totally forgetting in the process that their representatives in the House of Representatives are there to see to the real interests of all the people in our Constitutional Republic, particularly personal interest which affect the private lives of thousands of individuals in our country.
4. Time and again, these major political parties sensing their comfort within the locally, highly-charged political environment in our country have refrained from their sacrosanct obligations to speak and write publicly, in a categorical and no uncertain manner, their views and official positions on issues like divorce, cohabitation, gay and lesbian rights, euthanasia, abortion, succession rights, illegitimate children and natural fathers and such real aspects of daily life which in our country tend to be placed underneath the social carpet.
5. There is reason behind this strategy in that the political parties are aware of the immense manipulative influence and power which the Catholic Curia has in our country, a power which because of votes, preposterous privileges that these bring with them, and the fear of losing these, have rendered our political parties bereft of their vital productive organs in any serious attempt to neutralize once and for all this totalitarian attitude of the Curia in a sovereign, democratic state as is our country, more so that Malta is now a full member of the European Union.
6. This new political party which is conscious that out there, there are thousands who want and will that this intolerant situation be not tolerated anymore, will strive to eradicate this disgusting privileged position which the Malta Curia sustains in our country. The Marriage Act 1975, as horrendously and unconstitutionally emended in 1995 to dovetail the imposing policies of the Curia, has to be re-emended to make it clear that civil annulment procedures will have nothing to do with canonical annulment procedures, that the independence of our Superior Courts be safeguarded in that decisions by the Ecclesiastical Tribunal will in no way matter to the Civil Courts of our lay land, and naturally that the word divorce be not only included, but that this will compliment the introduction of a local divorce law so that the current discrimination between the recognition of foreign divorce decrees and the lack of a local divorce law be once and for all eliminated.
RELIGION
7. Our Party is not against RELIGION, is not anti-clerical, is not ATHEISTIC, as some sources are depicting it. On the contrary it is a Party that wants an equal basis for all Religions, in such a way that the Catholic religion would be on an equal footing with JUDAISM, ISLAM, HINDUISM, BUDDHISM, and other established and proved religions. GOD is central in this issue, but there will be freedom to interpret God in accordance with one’s conscientious belief. Hence, the article in Malta’s Constitution that gives a privileged position to the Catholic Church has to be amended in accordance with this policy, while the beliefs of non-believers would have equally to be respected. After all, this concept is equally fundamental in the EU Constitution. 8. We are, therefore, a European Party unshackled by the insularity and hypocrisy of our local Political Parties. We address issues in a straight forward manner. We believe in being genuine and sincere with the electorate. Above all, we respect their intelligence, an attribute which has long since being forgotten by our two major Political Parties. 9. If elected to the European Parliament, our Party will be able to address these issues in a Forum which is already surprised how our country is still discussing matters which in the rest of Europe have long been taken for granted. The Nationalist Party and the Labour Party do not have the guts to give straight and unequivocal replies to these very important civil issues which as European Union citizens cannot now be denied to us. 10. For over a quarter of a century, EMMY BEZZINA and JOHN ZAMMIT in their respective fields contributed in a consistent manner to the social awakening of these issues in our country. In this period, they were castigated for daring to be sincere and genuine. Fortunately, a new era is starting where now the arrogance of the Nationalist Party, the Curia and the Labour Party will not be of any significance anymore. Any interference or tactical manoeuvres on the part of these local big guns will be silenced by the bigger guns of the European Union, and our Party intends to see to it that all attempts to block the voice of the emarginated will be fought against with all legal and democratic means available, including referring legal issues to the European Court in Luxembourg. 11. Voting for EMMY BEZZINA and JOHN ZAMMIT on June 12th will ensure that the staleness and stench which has enwrapped the political environment in our country will not be allowed to evaporate to the European Parliament, as Pat Cox diplomatically hinted, but instead sincerity and genuineness will be extended to the European Parliament in the true interest of all the people of the Republic of Malta, irrespective of who they are. 12. ONE BELIEF, ONE TEAM, ONE FOCUS is the motto of our Political Party. A vote for us means genuine respect for yourself and your family. ALPHA LIBERAL DEMOCRATIC PARTY - SERVING MALTA'S INTERESTS IN EUROPE May 31 2004, 05:11 pm |

1. Though serving Malta’s interests might appear to be the battle-cry of the majority of Malta’s exponents to the European Union Parliament, in reality this is obviously not the case.
2. If, for instance, we analyze the situation relating to the eight prospective candidates on behalf of the Nationalist Party, all of them hand-picked by the top brass of the Nats, none of them would appear to have a voice which is not pre approved by the leadership of the Nationalist Party and time and again all these candidates have been saying including the leader of their party is that they are the best team because they are consistent and because they will form part of the largest parliamentary group within the European parliament.
3. Hence, we obviously here have an admission, an admission which has been repeated again and again, that the Nationalist party is not sending any candidates which the electorate might approve to Brussels in the interests of Malta but exclusively in the interest of the Nationalist Party and particularly in the interests of the inner circle of circles of circles with in the same Nationalist Party.
4. This, apart from the realist fact that in reality many of the objectives of the Popular Party within the European Parliament are objectives which publicly the Nationalist Party here in Malta is not even willing to comment upon, such as issues relating to Divorce, Decriminalizing Abortion, right of persons cohabitating and Gay Rights, eliminating discrimination among children born in and/or out of wedlock, matters that relate to single parents, the concept of social assistance and the welfare state, and - naturally - the issue relating to Euthanasia.
5. The Nationalist Party because of its hypocritical stance before the Maltese Electorate have never had the face to speak their minds on such intimate, private and personal issues which relate to the very concept of the smallest Democracy, namely the pluralistic and cosmopolitan definition of FAMILY, a subject that the Nationalist Party so often boasts about but in reality they have never had the guts to relate to these basic fundamental rights which in the rest of the European Union are literally taken for granted.
6. This is where my Party, ALPHA, which has gone back to the roots of Classical Democracy that is being fast eroded in my country through the manipulative and autocratic concept of Partytocracy and Privileges, my Party has expressed itself in the most clear of ways on these issues, because we respect the maturity and intelligence of the Maltese and Gozitan Electorate to be able to evaluate for itself whether such basic rights should become amenable to one and all in this country which is now not any more an isolated small place of four hundred thousand inhabitants but is an integral part of a five hundred million population relating to the European Union.
7. It is for this reason and many others that ALPHA is the ideal party, unshackled from any close contacts with influential local Institutions, to represent Malta and the Maltese and Gozitans in an European Union with our motto of ONE TEAM, ONE BELIEF, and ONE FOCUS.
8. The Nationalist Party and their eight prospective candidates have been consistent in their inconsistency throughout their current election campaign in that they state one thing this moment and the very next moment when they discover that they have been discovered in their professionalism of stating inaccurate fact, they than state a different version to what they would have uttered. For instance, they attempted to wage a war relating to the five seats that Malta will have in the European Union Parliament out of approximately seven hundred seats that are available among the members of the European Union, when it become evident that their pretentious would under any circumstances prove futile, they altered the argument by stating that when compared to Germany, capita per capita would indeed have more representatives in the European Union Parliament ! Another issue related to the Christian values of Europe (observe, not anymore Catholic values relating to Malta) and even in this concept the Nationalist Party have already changed their CD on this issue by implying that it is in the interest of Malta to sign the E.U. Constitution in mid-June rather that put some form of opposition to it, and it is a well known fact that my Party, Alpha have consistently argued that it is in the interest of Malta and it’s pluralistic and cosmopolitan people and citizens within a European Union to eliminate all forms of references to Religion in a Constitution so that each individual feels free to adhere to whatever faith he or she wishes to relate to, because this is a personal matter and relationship between individual and GOD should not be interfered with by any politicians.
9. Indeed the only field that the Nationalist Party has sought fit to keep consistently adhering too is the shield of the Popular Party in the European Union which gradually is proving to be their downfalls for many reasons some of which I related to earlier on in this article.
Other Political parties.
10. In so far as the Malta Labour Party candidates are concerned, another eight of them, these also are falling into the political trap of local petty politics forgetting every time they counter the Nationalist Party Candidates that this is an election for a European Parliament of which the five Malta representatives will form part of a Parliament of approximately seven hundred and twenty-three members.
11. Again, the MLP are now pronouncing themselves they will go with the Socialist Group while Alternattiva Democratica are stating that they will be opting for the Green’s Political Grouping. This, therefore, would show a fallacious tendency that these three Political Parties do not really have the interests of Malta within the European Union at heart, because they are admitting officially that they will form part of a political grouping within the European Union Parliament.
12. ALPHA on the other hand will hold its place if elected within the parameters of the Independent Political Groupings within the European Union in such a way that while bearing in mind as Malta’s first European Party, the fundamental concept of pluralism and cosmopolitanism, ALPHA will also relate to the best interests of Malta within this European Union context and, therefore, ALPHA will not state categorically that it will lean to one political grouping or another political grouping, but will hold its own in that after evaluating any pending issue vis-ŕ-vis the practical and real interests of Malta and the Maltese (plus Gozitans), ALPHA hopes that through its communicative voice to be able to influence a line of thought that will prove in the long run of benefit to our country following due consultation with interested local groups and parties.
Conclusion
13. In the few days since the official launching of my political party ALPHA, with our political feet firmly on Malta’s political ground, I can say that we have had a very positive feedback relating to my party’s political agenda.
14. Many have approached us and told us that while agreeing on some items of our Political Agenda and disagreeing or disassociating themselves from other items on the same agenda, they congratulated us for having the courage and guts to lift the political carpet for my people to see for themselves basic issues which have not been addressed by our major political parties as they do not have the guts and the courage so to do in order not to loose votes.
15. It is up to the people of Malta and Gozo to realize that a vote for ALPHA is a vote for their personal liberty, for their personal identification, for their personal remedy to issues which can contribute to make their lives and those of their loved ones so much better. VOTE ALPHA because ALPHA will truly serve the interests of Malta and the Maltese within the European Union !

ALPHA the new Political Party (Liberal Democrat) have been launched on Wednesday 12th May 2004 at 6.00 p.m. on a live transmission on Smash TV Station in Paola Malta. The programme of two hours durations was chaired and produced by Mr Nidal Binni of 'Made in America'.
John Zammit the co-ordinator of the ALPHA Party made an introduction about the new party, the aims and in short the manifesto of the party. Then he introduced the Chairman of the ALPHA Party, Dr. EMMY BEZZINA. Dr. Bezzina talked nearly till the end of the programme about certain anomalies and about the lack of rights we have in our Maltese Islands, especially about the lack of Divorce, Abortion, Gay Rights and children born out of wedlock rights, minority rights, discrimination against emarginated people, the economy and several subjects and also the political situation. He talked for quite a while about the interfierence of the Malta Catholic Church in Maltese politics and how every time we have an election in Malta the Malta Catholic Church is always supporting the Nationalist Party.
On closing the debate John Zammit called all Maltese and Gozitans to vote for ALPHA Party and the other small ALTERNATTIVA Party and other progressive independent candidates for the European Parliament Elections. He also appealed to boycott the big Political Parties because they are always cheating us voters, first they show us beautiful things and after the elections they explode their bombs like now what is going to happen after the 12th June Election - the raising of the pension age from 61 to 65 years.
In the morning at 10.30 hours, Dr. Emmy Bezzina, Chairman and John Zammit, Co-ordinator of the ALPHA Party went to the Electoral Commission Office in Valletta to register their nomination as candidates for the European Parliament Election of 12th June 2004 on behalf of the ALPHA Party. |

DR. JOHN ZAMMIT - PROFILE |

John Zammit - is a journalist, writer and poet with international experience. He graduated in Journalism, Librarianship and Management from the University of Malta. He founded the Men's Rights Association of Malta and is very active in several non- government organisations in Malta. He has always been interested in politics and his ambition has always been to be a Member of Parliament. He contested without success for the Kalkara Local Council in 1993. He has done a lot of voluntary work both for Kalkara and for Malta. His articles since 1960’s appeared in most of the Maltese newspapers on many different subjects, including politics.
John Zammit worked at the Freedom Press from September 1965 and after joined the Union Press in September 1971. His journalism experience took him also to various countries from where he reported or took part in international seminars. Places he visited as journalist are England, Italy, France, Denmark, Sweden, Luxembourg, Belgium (for four years since 2000 has been visiting the European Parliament) Holland, Germany, Libya, Benin, Nigeria, United Arab Emirates, Sri Lanka and other countries.
John Zammit was the editor of 'IL-KOTTONERA U MADWAR' a newspaper published for the Cottonera area (Cospicua, Vittoriosa, Senglea and Kalkara), He was editor of 'THE MALE ORDER' and 'THE BULETTIN' - Malta-Korea and also 'DIVORCE' newsletter. He also was the publisher/editor of the guide book 'AROUND MALTA AND GOZO'. He was also sub editor of 'L-ORIZZONT' - national daily newspaper of Malta. He worked in London with the weekly newspaper of the British Labour Party - 'LABOUR WEEKLY' in 1985. John Zammit apart from taking active part in 'Ix-Xewka' and 'Ix-Xewka II' was deputy editor of 'IX-XEWKA III' when the editor was Narcy Calamatta. He has several books to publish and hopes that when he retires will publish more books. He has poems published in several Maltese literary books with other Maltese authors (www.writers.net/writers/25176) and his personal website ‘Zammit Family Malta Europe’.
Born at Siggiewi in 1949, but lived and had his Primary Education at Birzebbuga Primary School and later in 1963 studied Mechanical Engineering at the Malta Technical Institute (now MCAST). Married to Rita (Baldacchino) and have three sons, Ludvic, Jonathan and Ramon and live at Kalkara.
He is a member of the Malta Institute of Journalists (formerly the Malta Press Club), the Malta Library and Information Association, the Malta Literary Association, Friends of the National Archives, American Library Association and other associations.

JUDICIAL PROTEST FOR DIVORCE August 17 2004, 04:06 am |
In a judicial protest on Monday 16th August 2004, Dr Emmy Bezzina as Chairman representing the ALPHA Liberal Party, the Malta Divorce Movement and the Family Rights' Association has given an ultimatum. If amendments to the Marriage Act to introduce divorce are not discussed in parliament in a month’s time, he will file a constitutional case against the Maltese Government, claiming that those who do not have the means to obtain a divorce abroad are being discriminated against.
Dr Bezzina filed the protest against Prime Minister Lawrence Gonzi, Opposition leader Alfred Sant and President Edward Fenech Adami. He said that because of particular beliefs, people are being denied human rights exercised all over the world. “If a couple gets married by law, then a law should exists for them to be released from it too,” said the protest. John Zammit as Vice Chairman of ALPHA liberal Party and as President of the Association for Men's Rights and Caroline Milovanovic, who signed the protest together with Dr Bezzina, along with other people in Malta, believe that once a marriage has failed and the love has disappeared, the bond between the couple will have disintegrated to a point beyond reconciliation.
The protest said it is discriminatory that there are no legal procedures for Maltese people and permanent residents to divorce. “Divorce is an integral part of the formation of the family,” the protest said, and if a person choose to legally bind himself to another, he should have the legal option to back out of that agreement.
The lack of divorce ignores the interests of a large sector of the Maltese people, said Dr Bezzina ,demanding that the Marriage Act be amended to introduce divorce.
Those who do not have the means to get a divorce abroad are being discriminated against and Dr Bezzina therefore demands the issue be discussed in parliament. If this is not done in a month’s time, he said, he will file a constitutional case against the government. |

Political Statute:
As adopted by the Council of the Liberal Democratic Reformist Political Party of Malta, by a unanimous resolution on April 30th, 2004, at a special meeting at Party H.Q., Valletta – Malta.
Part I - Name
1. The name of the political party shall be ALPHA: partit politiku, a liberal, democratic, reformist political party in the Republic of Malta which as from May 1st, 2004, became a full member of the European Union.
2. This political party declares at the outset of its political statute its adherence to the Rule of Law operative within a democratic environment as interpreted and practised within the European Union, in accordance with all the provisions of the European Convention of Fundamental Rights and Freedoms and in strict observance of European Law.
Part II – Objectives
3. The objectives of this political party shall be:
(a) dedicated to political liberty, democratic reforms, and the freedom and dignity of each and every person;
(b) actuating all democratic, legal and factual, remedies to conform with the preceding objective, namely:
(i) the classical separation of powers incorporating independent checks and balances with emphases on accountability;
(ii) the basic freedoms of speech, religion and religious association, right of citizens to determine their own way of life respecting and safeguarding the rights of third parties; protecting individuals against exploitation and looking primarily to the encouragement of individual initiative and enterprise as the dynamic force of progress;
(iii) that family life is seen as fundamental to the well-being of society, and in which every family is enabled to live in and preferably to own a comfortable home at reasonable cost, and with adequate community amenities.
Part III – Jurisdiction
4. The EXECUTIVE of this political party shall have the following jurisdiction:-
(a) to determine what is in the supreme interests of the organisation to do or not to do, to implement or not to implement, to recommend or not recommend, in accordance with its motto: RESPONSIBLE ACTION NOT MERE WORDS;
(b) to purchase, take on, lease or in exchange, hire or otherwise acquire any real and personal estate which may be deemed necessary or convenient for any of the purposes of the Organisation;
(c) to take such steps by personal or written appeals, public meetings or otherwise, as may from time to time be deemed expedient for the purposes of procuring contributions to the funds of the Organisation in the shape of donations, annual subscriptions or otherwise;
(d) to invest any moneys of the Organisation not immediately required for any of its objects, in such a manner as may from time to time be determined;
(e) to enter into any arrangement for amalgamation, joint working or co-operation with any Party, association, society or body of persons whether incorporated or not carrying on work or having objects similar to the work and objects of the Organisation and to assist and support by pecuniary contributions or otherwise the operations of any such Party, association, society or body, and to take over upon any terms all or any of the property, undertakings and liabilities of any such Party, association, society or body;
(f) to produce and publish and to distribute gratuitously or otherwise such books, newspapers, pamphlets, periodicals and other literature as may seem calculated to promote the objects of the Organisation;
(g) to receive and accept donations, subscriptions and endowments or money or of any form of property;
(h) to borrow money with or without security for the purpose of carrying out
any of the objects or exercising any of the powers of the Organisation;
(i) to appoint a trustee or trustees personal or corporate to receive and hold any property on behalf of the Organisation and to allow any such property to remain outstanding in such trustee or trustees;
(j) to do all such acts and things as are or may be incidental of conducive to the attainment or furtherance of any of the objects or the exercise of any of the powers of the Organisation;
5. The income and property of the Party whence so ever derived shall be applied solely towards the promotion of the objects of the Party as set forth in this Constitution and no portion thereof shall be paid or transferred directly or indirectly by way of profit to the members of the Party. Provided always that nothing herein contained shall prevent the payment in good faith of remuneration whether by way of salary or honoraria or otherwise in return for any service actually rendered to or on behalf of the Party, to any officers or servants of the Party or to any member thereof or other person.
6. If upon winding up or dissolution of the Party there remains after satisfaction of all its debts and liabilities any property whatsoever the same shall not be paid or distributed amongst the members of the Party but shall be given or transferred to some company, association, society or other body having objects similar or in part similar to the objects of the Party and which shall prohibit the distribution of its or their income and property among its or their members to an extent at least as great as is imposed on the Party under
or by virtue of the Political Statute such company, association, society or other body to be determined by the Executive of the Party at or before the time of dissolution.
Part IV - Structure of the Political Party
7. The structure of ALPHA: partit politiku is as follows:-
(a) the Executive which shall determine the overall political policy adjourning it to meet the requirements of the party as from time to time may be necessary in accordance with this Political Statute;
(b) all sub structures which may be deemed necessary to set up, to regulate the interests of the party in a professional and democratic manner.
Part V – Membership
8. Membership of the party is regulated by the Executive which shall formulate regulations to suit the supreme interests of the Party insofar as recruitment of members is concerned.
9 Any matter that relates directly or indirectly to Membership shall be regulated by the Executive in the supreme interests of the Party.
10 Any matter that relates to the expansion of the Party shall equally be determined upon by the Executive in the supreme interests of the Party.
11 The Executive of the Party shall comprise – inter alia – The Chairman and General Coordinator plus a number of assistants who will take charge of all matters that relate and are necessary to run a Political Party.
12 The founding members of ALPHA: partit politiku are Advocate and Law Consultant Dr. Emmy D. Bezzina and Journalist Dr. John Zammit who will automatically have lifelong membership of the Party as long as the Political Statute is always honoured. The founding members will equally be members of the Executive within the spirit of this Article.
13 All other members of ALPHA: partit politiku shall be regulated as per Article 8 above.
14 As ALPHA: partit politiku is still a very young political party, in its supreme interests the current EXECUTIVE shall consist of the founding members and any number of assistants as indicated in Article 11 above. The current Executive will determine the time when ALPHA: partit politiku restructures its Political Statute in accordance with the political objectives as indicated above.
15 Publicity relating to ALPHA: partit politiku will be supervised by the current Executive.
16 ALPHA: partit politiku will restructure the Political Statute if and when one or more of its recognised candidates becomes a Member of the House of Representatives. In this respect, ALPHA: partit politiku commits itself to contest whatever elections of a political nature will be held in the Republic of Malta.
