ALLS REPUBLIC NATIONAL CONGRESS
The ALLS Republic National Congress keeps the government in check and does certain tasks.
ALLS Republic National Congress Policy
I. Members
1. The Figurehead is the only one that can appoint members to the ARNC unless there is no Figurehead, in which case the Emperor can appoint members to the ARNC.
2. Only ARNC can remove it's members, and this must be done by a majority vote after a trial.
3. ARNC members have no time limit on their term in ARNC.
4. If an ARNC member is removed from ALLS they are also removed from ARNC without an ARNC vote.
5. In the first 10 days of the creation of the ALLS Republic National Congress the Figurehead can alter who is on the ARNC.
II. Powers
1. ARNC has the power to Impeach the Emperor.
If the Emperor is guilty of a crime mentioned in the Memorandum and ARNC can prove it, they can Impeach him from power and punish him accordingly.
2. ARNC has the power to approve protests and strikes.
If a group of people or a person wants to go on strike, protest, or in any way advertize anti-ALLS-government material/ideas, they must have approval from ARNC for it to be legal.
3. ARNC has the power to temporarily shut down the Secret Police.
If ARNC believes the secret police are violating people's rights they can shut the Secret Police down for three weeks.
4. ARNC has the power to investigate human rights abuses and punish those responsible.
If ARNC believes the government is violating human rights they can investigate their suspicions, if they can prove a person or persons guilty of violating human rights they can punish them accordingly.
5. ARNC has the power to make international decisions with a 5/0 vote.
If ARNC believes firmly enough that a policy or decision should be made that involves clans outside the Empire they may hold a vote to decide whether or not to finalize the decision or policy and make it official. ARNC must have five people vote for the decision or policy in order for it to pass.
Chairman powers and specifics
The chairman is the leading member of the ARNC, he has specific abilities and differences from the rest of the senators.
1. He decides when meet times are and when meet times are over.
2. He decides when to put the ARNC on reccess (basically a vacation).
3. He decides the order in which issues will be discussed and voted on during meetings.
4. He decides where meetings will be held.
5. He can temporarily suspend a person from the ARNC for a week at a time, he can only suspend a particular person once every three weeks, however he can suspend any amount of people from the ANRC.
