Rent Arrears can effect your right to have repairs done. As a Tenant you hold a tenancy agreement that states that the Landlord is responsible for repair, (their are a few exeptions to this depending on your Tenancy). If your arrears are enough to warrant court action (ie summons to magistrates court for non payment) you may lose your right as a Tenant and become a TOLERATED TRESPASSER. You may only get your tenacy back once these are reduced or cleared all together. As a Tolerated Trespasser you no longer hold a contract to have repairs done by your Landlord.
