"building peace and upholding justice "

The young people are rights holder of PEACE. They have the right to claim peace. They can hold the duty bearers accountable to them for not having peace.

Ang hanay ng Alyansa ng Kabataang Mindanao para sa Kapayapaan ay nanawagan nga agarang aksyon sa nangyaring krimen;

Agarang pagdakip sa mga nasa likod ng krimen at pagpapairal ng hustisya;

Pagbuo Independent na Imbistigasyon ;

Pag buwag at pag dis-arma sa mga pribadong militar ng mga politiko;

Pagkilos mula sa sektor ng kabataan at iba pang sektor ng lipunan upang ipanawagan ang hustisya at kapayapaan;

Statement of the Young Women Commission on the Commemoration of the International Women’s Day

Regarded as vulnerable and direct victims of exploitation and inequalities in the society, Women had long been struggling for equal rights or gender equality. History could attest how women struggled from injustices. During war, women are prone to violence; they are displaced, sexually exploited and mal-treated. They were not given equal chances to represent in Nation Building; they are subjugated to the existing patriarchal society which is reflected to some laws and even Religion.

In the present context wherein most societies are in high gear of development and technological breakthroughs, forms of exploitations among women had also been modified. It is highly manifested in developing countries like the Philippines. Majority of Women in rural areas especially in the island of Mindanao are victims of human trafficking and prostitution. These women are exposed to such since poverty and lack of access to education drove them to give in to promises of jobs in urban areas not knowing the hell ahead of them. The encroachment of technology increases also the number of prostituted women since cyber sex is rampant that even minors got involved to it. Women had become commodities or worse, even sexual objects It is a harsh reality because these had been disregarded by authorities. Moreover, the continuing privatization of institutions like education made it more difficult for women to avail education since private schools gradually increases tuition fees. The Philippine government failed to address such even by helping women through legislated laws safeguarding women. Even the Gender and Development (GAD) code and RA 9262 seems just a piece of paper because the number of domestic violence cases are still high, and the Reproductive Health bill that up to now had not been enacted as a law had not even reached consultations or education in the grassroots level. In addition to this, the president, a woman herself even favors the interest of foreign countries which had been manifested in the Philippine Foreign Policies, wherein US-RP military training is just one among the foreign policies. Who could ever forget to what had happened to Nicole, raped by a US army in the Philippine territory and yet the rapist was not put in the Philippine Facility or Jail. A direct insult to Filipino women and the women advocates in general.

The essence of International Women’s Day is for women to realize her worth as person with equal rights among other genders. Through intensifying campaigns for Women’s rights and welfare, collective efforts to down capitalism and neo-liberal policies that had worsened the situation of women and the continuing realization among women that genuine equality cannot be achieved if women will not liberate themselves from the culture of subjugation and the culture of fear to speak up and stand for what they believe is just.

An Appeal for Sobriety

Tomorrow, August 5, 2008, will be the Final Signing of the Memorandum of Agreement on Ancestral Domain between the GRP and MILF after a long period of impasse on the peace negotiations;

However, with the imminent signing of the controversial document, tensions and insecurity ran high especially in the areas which are said to be covered in the expansion areas of the proposed Bangsamoro Juridical Entity (BJE);

The peace framework adopted by the MILF-GRP talks is very top level and shrouded in secrecy. This peace framework doesn’t provide much venue for people’s participation as this is mostly confined to the panels of the negotiating parties. Thus, many sectors and sections in Mindanao are crying for transparency with the content of the MOA not disclosed by the negotiating parties, them being bound with the principle of confidentiality of the negotiation. All this current tension and insecurity in the ground stemmed from this non-disclosure of the MOA and led to many speculations and assumptions;

Cases of armed clashes between the MILF and CVOs in Aleosan had erupted in the past couple of weeks and thousands of civilians are again getting displaced in the municipalities of Aleosan, Midsayap, Pikit, Pigcawayan and Libongan;

The tension heightened as Local Government Officials, especially the Vice Governor of North Cotabato, Manny Piñol, issued inflammatory statements that tend to agitate local civilians and stir Muslim-Christian sentiments;

It doesn’t also help that local troops of the Moro Islamic Liberation Front kept on advancing on civilian territories in the above-mentioned municipalities;

With all these alarming events, we would like to appeal to everyone concerned:

For the local government officials in North Cotabato, to be careful in issuing statements that tend to agitate and divide their Muslim-Christian constituents. In this time where emotions and insecurity ran high, your local constituents need you to guide them and help in the analysis of the situation and not to further muddle the issue;

For the leadership of the Moro Islamic Liberation Front (MILF) to contain their troops and order an immediate return to their camps and barracks. The mere sight of armed men in civilian territories cannot help but cause alarm, tension and insecurity among the civilian populace;

For Civil Society groups to consolidate and strengthen our ranks and help provide a venue for our local constituencies to have open and analytical discussions on the issues surrounding the peace talks;

For the media, to provide an impartial avenue for open discussions and not only give time to local politicians’ bias views that tend to agitate the people rather on opening peoples’ minds on the issues surrounding the talks.

Finally, we call upon the GRP-MILF panels to be transparent and give avenue to clear all issues surrounding the MOA. Keeping Mindanaons in the dark will only fuel their sentiments and insecurities and could mean bloodshed as what is now happening in North Cotabato. Help prevent more armed tensions, bloodsheds and displacements of people. The civilian population has again fallen victims to all these insecurities.

History taught us that the problem in Mindanao cannot be solve in violent means but only aggravated our situation. Turning against each other at this very moment when we should all the more reach out to each other in reconciliation and solidarity as people is the most urgent matter of the day.

Let us all maintain sobriety, an open mind and calmness in the face of this issue that affect us as people of Mindanao.

We, Peoples from different organizations affix the name of our organizations!

WOMEN'S DAY PRESS RELEASE

END ALL FORMS OF ABUSE AND EXPLOITATIONS!
Fight for TRUTH, JUSTICE and PEACE!

A salute to all women, tri-people women and mothers of the land!

They are those who labored to give life to those victorious and famous struggles for human libearation and gender liberation movements! The sector of the society who have been exploited in multiple layers and forms and asserted their space in the society, rights and respect to be treated as humans and not subjects for household chores and sexual desires!

The world-wide feminist and revoluitionary struggles made possible the enactment of tools, instruments, policies and covenants to eliminate discrimantion of women and promotion of its rights and welfare. In the Philippines, every year in the month of March, it was declared to be a womens month, a month-long commemoration and giving honor to all women across the Phiilippine Islands and the World. But for the struggling sectors, it’s only part of the history to advance the womens rights and welfare.

The Alyansa ng Kabataang Mindanao para sa Kapayapaan (AKMK), an alliance of tri-people youth organizations in Mindanao working and adhering for comprehensive and genuine peace and development in Mindanao is extending its solidarity and salute to the tri-people women in Mindanao and the women of the world. This is to give honor to our dear mothers and women who have been victims of abuses and exploitations of this corrupt and ill political and social structure.

In the perspective of the tri-people youth, this is also a moment to denounce and express our deepest shame to GMA, a woman of greediness for power and have been the mother of all anomalies, deceiption, corruption, harassments and selling out the dignity of our women to foreign interests! GMA allowed the conduct of Balikatan Exercises that brought foreign troops to our land and resulted sexual exploitations, massacre, human rights violations, fears and threats to the communities.

The Subic rape case remained unclosed after the GMA turned over to the US Embassy custody the convicted rapist US soldier in 2005 and The Maimbung, Sulu Massacre involving US troops killing a pregnant woman, two minors and five more civillians are just few concrete manifestastions that the joint exercises did not cater the very needs of the tri-people, instead, it worsen.

Further, with due respect to all women, the AKMK would like to re-iterate that GMA fake’s administartion has no more capacity to lead and must be ended! And because she did not win the 2004 Elections, she must be OUSTED!  In unison with all forces in the society AKMK honors those women and the tri-people women who gave their lives, time and energy for the liberation of humanity! At the same time, AKMK call for the IMMEDIATE JUSTICE to the Maimbung, Sulu Massacre Victims! IMMEDIATE PULL-OUT of the US and other Foreign Troops in Mindanao and the Philippine Territories! GMA must Step Down as quick as Possible! AKMK invites and encourage all forces to take part in the INSTALLATION of a TRANSITORY Government that will put the Mindanao Agenda in its top priority including the democratic demands of youth, women and all sectors!

Our struggle and fight for truth, justice and peace must continue and must topple down all the hindrances in unified and principled actions!

In Behalf of the AKMK Members and Council of Representatives,

AKSYON KABATAANG MINDANAO

PRESS RELEASE:

AKSYON KABATAANG MINDANAO para sa: KALIKASAN! KATOTOHANAN! KATARUNGAN! KALAYAAN! KAPAYAPAAN!

 The Alyansa ng Kabataang Mindano para sa Kapayapaan (AKMK), an alliance of tri-people youth organizations in Mindanao strongly pronounce in its strongest possible term that Gloria Macapagal Arroyo must step down from office and answer before the peoples and masses all the anomalies and controversies, human rights violations, abuses of power and all other charges. The extra-judicial killings, rampant human rights violations, election fraud (Hello Garci), militarization, actions undermining the sovereign right of the peoples and the country through unfair agreements with other countries, Fertilizers Fund and OWWA Fund Scams and the NBN-ZTE Anomalous Deal that the GMA administration had been involved are too much for the tri-people youth to bear in silence and continually live in this miserable administration without taking necessary actions and initaitives condemning and ending it up.

 The Mindanao Tri-People (Bangsamoro, Katwhang Lumad, and Mindanao Migrants) had suffered enough from this administration and even in the past. Loaded by the heaviest cargo when this illegitimate administration fed us to the US imperialist’s claws through the Balikatan (Shoulder-to-shoulder) Military Exercises held mostly in the Mindanao islands and was planned to have more exercises soon.  Aside from the intensified militarization, the Mindanao tri-people had been smashed by development agression thru large scale mining and logging operations by foreign companies in exchange of their road and classroom constructions that destroyed the Ancestral Lands of the Indigenous Peoples and the Bangsamoro. Clear posture that this government of Gloria Macapagal-Arroyo is not considering the real concerns of the Mindanao tri-people. The peoples are neglected and betrayed!

 Peoples are living below poverty line and hunger, and social services remained not the priority of this government. We the Mindanao tri-people youth are calling all our fellow young people and other sectors and political blocs to take part in this struggle, not limited to GMA’s ouster but to overhaul this whole society of ours thru a Transitory Government. This is to give way to end this corrupt and cancerous political structure of the country that pulled down the marginalized sector into the grave. A Transitional Government led by the people and will put the Mindanao Agenda in top priority. Non-Mindanaoans had been deciding and making policies for Mindanao peoples that resulted to more chaos and conflicts, thus, did not heal the real situation of the Mindanao tri-people. This moment, we are asserting our rights and the Mindanao genuine agenda for peace and development and to be respected as peoples and as humans.

  This statement is just one way of our protest and condemnation to the government and to the whole structure of the fake GMA administration. AKMK and its member organizations and allies will join the March 14, 2008 Nationwide Protest Action for truth and justice in the name - AKSYON KABATAANG MINDANAO (ACT MINDANO YOUTH)! More protest actions in different forms and venues will be done until GMA’s ouster with its allies. The Tri-People youth in Mindanao will remain strong and firm inspite of the threats ahead because for sure GMA will use Human Security Act to silent the voices for truth and justice. No illegitimate leader could remain. The legitimate citizenry has the power to topple down its illegitimate leader.

 We will sing, shout, dance and speak with our rights and convictions to express our legitimate demands. We demand for the Pull-Out the US Troops from our territories and Stop Balikatan immediately! Scrap the Philippine Mining Act and Cancel all permits and license of large scale mining and logging firms and concessions! Abolish the Higher Education Modernization Act! We CALL GMA to Step Down as quick as possible and We will take part in Installing a Transitional Government! NOW!

Japan-Philippines Economic Partnership Agreement (JPEPA): Killing Pinoy!

JPEPA:  Too Much for too Little

            We, the individual and organizational members of the Magkaisa JUNK JPEPA Coalition (MJJC), sincerely seek your support in the ongoing struggle to convince the Philippine Senate to disapprove the Japan-Philippines Economic Partnership Agreement (JPEPA).

            It is a discriminatory, unconstitutional, and unfair treaty that threatens the freedom and sovereignty of the Filipino people.

For the following reasons, the JPEPA, in its current form, must be rejected:

1.  The JPEPA was negotiated in secrecy. The Filipino people were denied of their right to information and participation in matters of public interest. Members of the House of Representatives, together with civil society organizations had to file a Supreme Court case in order to get a copy of the JPEPA. A copy was released only after it was signed by the President in September 2006.

2. The JPEPA grants national treatment to the Japanese and yet the Philippine negotiators made very scant reservations or exceptions to that commitment. As a result:

·         The JPEPA allows foreign ownership of Philippine private lands in all sectors except manufacturing and services. If Japanese investors wish to engage in real estate development, agribusiness, and other similar ventures, they can now own private lands in the country. This is a crime against Filipino farmers who continue to suffer and die in the fight to own the very lands that they till.

·         The JPEPA allows corporations with 40% Japanese capital to engage in deep-sea fishing activities together with the Philippine government via joint venture agreements, production-sharing agreements or production-sharing agreements; a violation of the Constitutional rule which reserves the utilization and enjoyment of the nation’s marine wealth to Filipino citizens.

3.  Toxic, hazardous, and nuclear wastes are included in the Philippines’ list of tradable goods; a clear violation of national laws and the Basel Convention.

During the negotiations, the DENR wrote the DTI asking it to exclude these wastes from the list. These items were specifically stricken out in the 2003 Working Draft of the JPEPA. Yet, these wastes found their way back into the actual text of the treaty.

JPEPA proponents say that these wastes had to be included because these are part of the Harmonised System (HS). However, they conveniently do not mention the fact that aside from illegally including these wastes in the listing, the rates in the HS were not merely copied; majority was reduced to zero.

4. In Article 93 of the JPEPA, the Philippines waived its right to require Japanese investors to transfer technology to their Filipino partners. The Philippines also surrendered the right to require Japanese investors to hire a given level of Filipinos. This voluntary surrender of rights has not been done by Malaysia, Indonesia, and Thailand. Even Singapore refused to surrender its right to require Japanese investors to “appoint, as executives, managers or members of boards of directors, individuals of any particular nationality,” including those of its own.

5. Our Philippine negotiators restricted the law-making powers of the Congress by merely indicating provisions of current laws in our reservations for future measures. Japan and other ASEAN countries reserved the right to make any law or measure to protect its industries.

6. Article 4 of the JPEPA requires the Philippines to “examine the possibility of amending or repealing laws and regulations that pertain to or affect the implementation and operation of this Agreement, if the circumstances or objectives giving rise to their adoption no longer exist or if such circumstances or objectives can be addressed in a less trade-restrictive manner." This provision does not exist in Japan's agreements with Malaysia, Indonesia, and Thailand. This provision also did not exist in the 2003 Working Draft of the JPEPA.

7. For the Filipino nurses, the JPEPA classifies them as nurse trainees, relegated to the bottom of the Japan’s nursing system. They will be paid $400 a month in a country where the average cost of living is $1,000.

Filipino nurses will be required to learn the language and work; giving them only 1 year to pass the language exam and the nursing board exam. Japan, not both countries, has the discretion to extend their contracts for 2 more years.

While nurses from Indonesia are required only 2 years of work experience and a 3-year nursing course without a national licensure exam, our Philippine negotiators agreed to the requirement of 3 years of work experience for our nurses who undergo 4 years of nursing education and who must pass the national licensure exam.

8. In trade in goods, JPEPA is clearly lopsided in favor of Japanese agricultural and industrial products. The Philippines will drastically eliminate tariffs on agricultural products except for rice (5 tariff lines) and salt (1 tariff line). On the other hand, Japan was able to exclude 651 tariff lines from tariff reduction.

The government boasts of easier market access for electronics, furnitures, and automotive parts. It is not true. Even without the JPEPA, these products already enter Japan duty-free. JPEPA will not change anything. For garments, the Philippines cannot take advantage of the duty-free provision because our raw materials do not come primarily from Japan or any of the ASEAN countries as required by the JPEPA.

9. Article 27 and its implementing guidelines opens up the market for the importation of used four wheeled vehicles; a clear violation of Executive Order 156. The Annex speaks of negotiations on the issue of market access; a contractual obligation to negotiate on a matter that is clearly unlawful.

This provision does not exist in Japan's agreements with Malaysia, Indonesia, Singapore, and Thailand. This provision also did not exist in the 2003 Working Draft of the JPEPA. This commitment is a serious threat to local automotive industry.

10. Contrary to the administration’s claim that JPEPA will spur economic growth for the entire country, one of the studies conducted on the JPEPA by our own Philippine Institute for Development Studies, a non-stock, non-profit government research institution, concludes that with JPEPA, “agriculture wages decline” and “unemployment rate in agriculture labor deteriorates.”

             The JPEPA is but the first in a long line of free trade and economic partnership agreements currently being negotiated by the Philippines, and it will set the stage for all future trade and investment agreements. If we cannot strategically defend our interests in this treaty, what kind of future can we promise to the Filipino people?

            The Executive branch’s insistence that JPEPA be concurred with because the Philippines cannot afford "to miss the boat" as the other Asian countries are negotiating "similar" economic partnership agreements with Japan, is a misleading threat. The pro-JPEPA panel insists that if we do not sign this treaty, we will miss the boat. Unfortunately, the JPEPA in its current form will cause the Filipino people not only to miss the boat but also drown in the sea of negotiation mistakes.

The only decision that is pro-Filipino, pro-Philippines is clear: JUNK JPEPA!

For the sake of our lands. Our seas. Our freedom. Our lives.

PAHAYAG Hinggil sa Busabos na Pammaslang sa Sulu

PAHAYAG Hinggil sa Busabos na Pammaslang sa Sulu
February 9, 2007

masinsinan at agarang imbestigasyon hinggil dito.

at takot, pang-aabuso at pang-aapi.

Imbestigahan at papanagutin
ang mga sangkot sa Maimbung, Sulu Massacre. Isa itong

BALIKATAN! NO TO FOREIGN TROOPS IN OUR SOIL! NO TO MILITARY
DEPLOYMENT (US or RP)!

Repeal Human Security Act of 2007!

It is not an assurance of our Secured Future!

Alyansa ng Kabataang Mindanao para sa Kapayapaan (AKMK), a peace alliance of tri-people (Katawhang Lumad, Bangsamoro, Mindanao Migrants and their Descendants) youth and organizations in Mindanao. United and committed to take part and work for a genuine and lasting peace and development for the Youth and Mindanao nonviolently from the grassroots level. We believe that the youth has a vital role in shaping a bright future of this land. It is also the responsibility of the tri-people youth to prepare a peaceful land for the coming generations, and there is no other time to do it than now.

To campaign against war, violence, poverty and destruction to environment and humanity are the very reasons why AKMK came into being. AKMK and its member organizations strongly stand against all anti-peoples, anti-student and anti-youth actions and policies of the political system, government and of the State. One of which is the so-called Human Security Act of 2007 (HSA) or popularly known as the Anti-Terrorism Law. HSA of 2007 is the most disorganized, fast tracked, incoherent law that the Philippine Congress had passed. Before its passage, political killings and extrajudicial executions involving the AFP and PNP and even the Arroyo government is rampant, until then. (A questionable administration and its allies will implement a questionable law? What a shame!) Our Bangsamoro Brothers and Sisters are the most victims of being arrested, abducted, tortured and even killed by being suspected as terrorist or link with terrorist organizations, particularly right after the 9/11 bombings in New York, as the United States of America President Bush declared war against terrorism, which is directly targeting Islam and oil rich land Middle East Region. Strong critics against the Arroyo administration, militants and activists were also victims of the same, and until now, nothing has been resolved. Under this HSA of 2007, presumptions of innocence, right to due process and more human rights and freedoms are violated. By just being a mere suspect, detention without charges, arrest without warrants will do with this Anti-Terrorism Law.

The GMA administration is terrorizing the Filipino masses and the peoples, after manipulating the election result last May 2004 elections (Hello Garci Scandal), passing the Expanded Value Added Tax, being involve in the Fertilizers Fund Scam, OWWA Fund Scam, Political and Extrajudicial Killings, disregarding its duty to protect and serve the sovereign Peoples and living them in poverty, hunger, unemployment, best export resources (human resources) an so on, are just few to mention. These are manifestations that the present administration is no longer serving the interests of the peoples. GMA administration is the most unpopular administration since the history of the Philippines, worst than the Marcos era. And afraid of the growing and intense oppositions once again, Human Security Act came to being to be used as its shield against the truth. HAS of 2007 is an announcement to GMA’s allies not to leave her in the air like what happened to President Estrada and other leaders, and a threat to all oppositions not to pursue initiatives against her will. A desperate move of a dying political career and a dying leadership!

With its pseudo-well intention, to protect and secure the State and the people from internal and external threats, what a thoughtfulness of this administration. But, with the reasons behind and the implications that this Anti-Terrorism Law brings, we condemn as such. With its vague definition of terrorism, internal threats may point to all groups and all other progressive groups and individuals opposing anti-people policies that this administration or even of the past are doing. We see here symptoms, signs and symbols of undeclared Martial Law. Enforcing the Human Security Act of 2007 to control the populace and hold all actions against is how we see the real picture.

In Mindanao, conflict has twinned the daily lives of the peoples. And there are various options, peaceful options (Referendum, Independence, Plebiscite, Federalism, etc) in resolving the centuries-old conflict among the peoples which rooted upon the interference of external and foreign interventions. And peace movements, including the AKMK are doubtful to the offer (HSA) of the government in solving the political situation that the country and the region have. In the context of the Peace Processes here in Mindanao and of the country, it might derail and to the extent of the failure of the Peace Talks between the Government and the Moro Islamic Liberation Front (GRP-MILF/BIAF), Government and the Rebolusyonaryong Partido ng Manggagawa-Mindanao (GRP-RPM-M/RPA); a peace talk between the Government and CPP/NPA/NDF (GRP-CNN) will be impossible, and might advance the other rebel groups in the country (RPM-P/RPA-ABB, MNLF, MLPP/RHB, etc) in its armed struggle (defensive and offensives) against the government. For, it is believed that this Anti-Terrorism Law is then the instrument of the State against all oppositions, but of course, oppositions against the elitist rule. In this scenario, civilians will be displaced, lost of lives and property, and will bring this country down. Thus, it is only the State and the Government is responsible and must be accountable. HSA of 2007 will prolong the political conflicts and problems of this land. It will not soften the hearts and minds of the rebel and all other progressive groups; instead, it will add more eagerness and determination to fight against (as what had happened during the Martial Law). What does it implies to the Southern Region of the Philippines, Mindanao, inhabited by Lumad, Mindanao Migrants and their Descendants and Bangsamoro? And even to the whole country?

In the eyes of the young peace builders in Mindanao, HSA of 2007 and the government narrowed down options in building peace into one, the militaristic option, and such option will create more conflicts and will never address the root causes of the problems. And believing in the principle of solving conflicts through nonviolent ways and approaches, this militarist approach of the government will pull back the people from supporting its efforts. And the vicious cycle of violence will continue. Now, where is peace in this case?

AKMK as a tri-people youth peace alliance, we support all other petitions and all other nonviolent actions against this law. The law is vague in its definition to terrorism, and acts of terrorism have already been defined in the Revised Penal Code of the Philippines and other special laws, we see redundancy of our laws here. The law invites more people to join rebel groups, given that human rights are again and again violated. Worse, warrant-less arrest, it allows longer period of detention without judicial warrants, authorizing unchecked invasion to right to privacy, liberty and other basic rights and freedom, monitoring, surveillance and wiretapping are just few to be done to anybody by just being a mere suspect. It is a sad reality that Martial Law is back. With this HSA of 2007 fear, panic and decline of support to the government among the populace will happen and it was felt even before the passage of the law. Same with the Presidential Declaration 1081 of Ferdinand Marcos or the Martial Law, HSA of 2007 will be used by this administration to remain in power and even extend, and silent its critics. Further, it will give way to a possible Charter Change again, and HSA will be its weapon to suppress all oppositions. It will destroy the Bill of Rights of the Philippine Constitution. And it will destroy also the future of this generation and the coming ones.

The tri-people youth are not happy with this situation. It will add more reason, power and authority to the government to spend more allocations to its military and intelligence fund and continue disregarding or neglecting the very basic social services. The rampant human rights violations, killings, extrajudicial executions, abuse of authority and among others will continue too. Nothing will be left to the people, to the masses and to the youth. It is strongly violating the law of this land and even the international humanitarian laws and covenants. GMA and its allies will always use the State to secure and ensure their interest (ruling elites of the country) in the guise of Human Security. HSA of 2007 must not be called Human Security Act; it must be The GMA and Allies Security Act.

Lastly, AKMK will express again and again, we strongly believe that the Human Security Act of 2007 is not the assurance of securing the Filipino people. It is not the assurance of our secured future. With this law, the future of the tri-people youth is in danger. HSA of 2007 will just sow terror and culture of violence in our society.

To the youth, students and the society of different sectors, peoples, classes and leanings, we must stand together and fight against this dictatorship! The youth has the rights to peace, protection, development, participation and survival! And such rights will not be fulfilled with this policy of the government. Then, we will claim it today until the victory, fighting for our rights and standing for the right! We should protect the coming generations against this fascist regime! Only those who exerted effort without counting it to free this land can claim the rewards of triumph, Our Land! Let’s study further our basic rights for us to defend against this evil policy, educate and secure our ranks and make actions to end this oppressive and arrogant, corrupt and unjust, violent and destructive system today.

To our dear legislators, we ask you to stand along with the people and support us with our call to REPEAL the HSA of 2007, and please do not sale your principle and conscience; Our Future is not for Sale! And to the Supreme Court, our noble justices, please review and declare the law UNCONSTITUTIONAL without doubts. Stand with integrity and dignity in honor of your land and freedom. Give hope to this country and give genuine and lasting peace, justice and development a way.

Tinitirahan ng tatlong mamamayan- ang Katawhang Lumad, Bangsamoro at Mga Mindanao Migrants and their Decendants.

We Condemn this ANTI-PEOPLE doing of the Armed Forces of the Philippines, PA and of the Philippine Governemnt!

OUR FUTURE IS NOT FOR SALE!

Hustisya at Katarungan! Trabaho at Kalayaan! Pagkain at Kasaganaan! Kapayapaan at Demokrasya!

Magkaisa! Lumad, Bangsamoro (Muslim) at Mindanao Migrants (Kristiyano). Lumaban! Manindigan! Kumilos!

MGA PAGPUPUGAY!

POLITICAL SURVIVAL: ERAP was Freed, CHACHA will be BACK!

OUST Gloria Now! Interim Revolutionary Government Now!

It was on October 26, 2007, The Arroyo Government issued a memorandum giving the convicted Joseph Estrada (former President of the Philippines) the Clemency Pardon. Giving the Plunder convicted President back his political and civil rights, or his freedom after promising through its appeal not to hold public office again, not to intervene in the political affairs of the country, and will stay private. And according to Malacanang, it’s enough for Erap’s service of 6 years in house arrest during the investigation period. The verdict to Estrada’s Plunder case was enacted upon the decision of the Sandiganbayan, the court to try and watch for the corrupt public officials, where Estrada was found guilty.

It was after 6 months of the decision that the Arroyo Administration freed the convicted Joseph Estrada, and it is timely as the GMA Administration and her family were involve in many controversies and exposes. According to the Traditional Politician allies of the Estrada camp and the Administration camp, its time for reconciliation.

Reconciliation? Of what and for what? The reunification of the elites, traditional politicians and oppressors and continue to fill their pockets and stomachs of greed and power? Are they feeling sorry with what they did to the masses? To preserve their vested interests and their foreign lords and masters?

While the elitist government are celebrating, the struggling masses seeking for truth and justice were dismayed and disappointed once again with what the justice system here in the Philippines works. Freeing a convicted former executive officer of the country is a desperate move just to save her dying decayed administration. Freeing Estrada because he is a former President? After he was convicted, he became an ordinary citizen that must suffer to what he deserves for. If, doing so, why not free all those in the jails, poor and suffering more than what Mr Estrada suffered (6 years), and yet, they were inside the jail, while Erap was enjoying house arrest. Enough has been given to him!

Why Free Mr Estrada? Why Free an Ousted President that was maximized by Gloria Arroyo? Well, some reasons float in the minds and debates in the market stalls, streets, offices and across the world.

  1. This is to cover and divert the issue from the increasing demands and sentiments again for her Ouster, thru impeachment and by any means (the question of GMA’s Legitimacy), meaning Political Survival;
  2. To get away from the controversies that the Arroyo government and family were involve (ZTE Scam, Bribery to the local executives, etc)
  3. To put into the mass grave the unresolved Fertilizers Fund Scam, OWWA Fund that was used during the Pre-2004 Elections, the Hello Garci Scandal, the unfaced Political Killings and Human Rights Violations including the disappearances of the activists and People’s Organizations Leaders, Journalists Killings and the State-Sponsored Terrorism or bombings;
  4. To neutralize all other camps that were calling and moving for the end of the Arroyo Regime as soon as possible (Estrada’s Camp is a threat, so Free the Leader and silent them); and
  5. To have a cover issue for bringing back the GMA Charter Change Train.

These are only few but probable reasons that we saw. It’s for Gloria to Survive until 2010 and beyond. The issue is clear, she wanted to remain in power until 2010 and bring back the CHACHA Train to extend her term. And all those issues before Estrada’s Clemency Pardon will be forgotten. It is the old school strategy of this elitist and monopoly-capitalist system to keep the movements and the masses busy and diverted from one issue to another and leave unguarded with the initiatives of this militarist regime. First, she have to neutralize those potential enemies and threats to her plans, and Estrada’s camp is a potential pressure against if she will not grant to what the camp’s demand; second, all those who are not in her track will be smashed by her Human Security Act of 2007.

The masses were fooled! Again and again, this fake administration claimed its legitimacy. Estrada’s recognition of the Clemency Pardon which was given by GMA, the so-called fake President, is in one way a show and supports to the recognition that GMA’s presidency is legitimate. In this line, GMA got points and also Mr Estrada.

Illegitimate president decides what will be done to this land? Decided what should be done to everything, and using her fake executive power to undermine our Justice System or the Judicial Branch of the Country. What a mess!

So many questions unanswered by this fake administration. So many violations were done. And such actions will bring this land down! There’s nothing more important to this elitist regime than to survive and preserve its interests.

What should be done?

Peoples, masses, workers, youth, women, farmers, fisherfolks, lesbians, gays, transgender, church and religious groups, academe, peace and environment activists, political and human rights activists, left-leaned movements and revolutionary blocks must unite and work for a transitional revolutionary government. End Arroyo’s Regime as soon as possible and let us bring this land to a just and free place. Intensify our initiated actions. Unified and consolidated efforts will bring us to what we are fighting for.

Arm our ranks with knowledge and informations with the current events and developments. Critically read and understand the events. Mobilize our ranks and the masses to campaign and join our movement, for truth, justice, freedom and peace! We must ensure that our gains will not be grabbed again by the elites and all our efforts will be charged as nothing.

Support the call of all groups and movements calling for the Ouster of Gloria Arroyo, Noli De Castro, Jose De Venecia, and Manuel Villar. These are the persons that have the say with regards to the clemency pardon and bringing genuine and real essence of law, but they agreed to what Mrs Arroyo did. It’s also favourable of course to their political careers but not to the masses. The call of the Bishops and Mass Movements and Civil Society for GMA’s and the rest’s resignation is not enough. GMA’s resignation is a manifestation that people recognizes her legitimacy in which she’s not.  And so, Oust GMA in any means according to the prescribed rights that we have in our Constitution.

Mindanao has suffered enough, Philippines have suffered enough and the masses have suffered too much under this elitist-militarist regime!

  1. Discuss the issue in our organizations and understand the events critically;
  2. Publish press statements bringing the sentiments and positions of our organizations;
  3. Mobilize our ranks to the streets;
  4. Coordinate with other organizations and individuals (church, civil society, awakened military and police personnel, ) in the locality/areas;
  5. Conduct series of forums and symposium;
  6. Plan for a bigger action and connect it to the national movements and protests;
  7. Ensure that the masses and the tri-people issues and concerns must not be taken for granted; and
  8. Other possible initiatives that suits to our respective areas.

The November 30 marks a historic date in our society. It’s the brithdate of the Philippine Hero Andres Bonifacio who fought against oppressions in his times and fought for freedom. this day and the more days to come, let's show to this anti-peace, elitist system that we are not giving them more time to oppresse us, there's time for the masses and the oppressed to win! and everyday is a preparation to that VICTORY! Let’s do this until the victory of the toiling masses in the lead by the awakened forces.

But, let’s fight until we win…

Peace and Development framed and crafted by the Tri-People, not by the few!

PAHAYAG Hinggil sa Busabos na Pamamaslang sa Sulu

Alyansa ng Kabataang Mindanao para sa Kapayapaan (AKMK)
c/o Secretariat' s Office Tubod, Iligan City, Phillippines
email: akmk_peace@yahoo. com.ph

PAHAYAG Hinggil sa Busabos na Pamamaslang sa Sulu
February 9, 2007

masinsinan at agarang imbestigasyon hinggil dito.

at takot, pang-aabuso at pang-aapi.

Imbestigahan at papanagutin
ang mga sangkot sa Maimbung, Sulu Massacre. Isa itong

BALIKATAN! NO TO FOREIGN TROOPS IN OUR SOIL! NO TO MILITARY
DEPLOYMENT (US or RP)!
