CT District/School Information

VOLUNTEERS NEEDED

Having an anti-bullying law is a great first step in helping to  eliminate

bully/victim problems, but parents need to see to it that  it is being enforced.

If you are from CT and would like to volunteer to be a  district liaison please email

District liaison's provide AGPCAB Inc with the following
district information so that it can be posted and made
available to other parents and concerned citizens:

*A copy of the list of verified acts of bullying at EACH
school annually from the previous school year (**the school
can charge you .50 cents per page copy)The school is
required to maintain this list and keep it available at all
times for public inspection regardless of whether or not
there have been any verified incidents recorded on it.

*The NAME of the anti-bullying prevention
(program/curriculum)  implemented at EACH school
(email to AGPCAB Inc)

*The name and contact information of the PTA president of
EACH school
(email to AGPCAB Inc)

*WHAT the anonymous reporting mechanism is at EACH school.
The law states that this must be a mechanism that ENABLES
students to report. A school that says their  anonymous
reporting mechanism is "they allow", "permit",
or "encourage" anonymous student reporting to a teacher,
administrator or adult staff, is not ENABLING the process.
AGPCAB Inc is looking for a PROACTIVE mechanism, such as
concise reporting forms, online reporting forms, suggestion
boxes, anti-bullying phone-line, etc. .

*The police incident log of EACH school from the previous
school year

You can get this information by going to the records
department at the police station. They should have a request
form for you to fill out. If not, than you'll need to put
your request in writing.
Request the incident logs from the first to the last day of
the previous school-year by the address of each school.
There is NO charge for this. Police records department staff
wanting to verify this can contact Tom Hennick with the CT
Freedom of Information Commission @ 866-374-3617

*Sorry, no more  school lists have been received since 12/9/04 (191 responses out of over 1000 FOI requests)Schools listed in the above categories without a number in the verified acts of bullying column located to the to the far right did not respond to AGPCAB Inc's written request for the list.

 

**If a  school administration is unwilling to make available their list of verified acts of bullying, you may file a freedom of information complaint -for more info go to www.state.ct.us/FOI  AGPCAB Inc. has filed a Freedom of Information complaint  against over 800 CT schools for withholding requested information;lists of verified acts of bullying for the 2003-  2004 school year.     School administrators that did forward the requested   information are listed above.

Schools that have forwarded the information since the FOI complaint was filed:    

 

Waterbury  ***Waterbury Schools/Waterbury City Counsel is one of two respondents requesting a per-page copying fee.  AGPCAB Inc. has requested the fee be waived as the purpose for requesting the information will benefit the public welfare.   **12/16/04

(*Update-AGPCAB Inc has not received  a reply to the requested fee waiver)

The bullying data from these schools have been added to the list above and will be withdrawn from the FOI complaint. 

 

 ***Stamford Schools/Shipman & Goodwin LLP Law Firm have   responded with a request for a prepayment copy fee.  

AGPCAB Inc. has requested this fee also be waived.   

*12/16/04 Update- After  speaking  with the representing  attorney at Shipman & Goodwin lawfirm concerning the prepayment request in accordance with the FOI law, (a prepayment fee may be requested ONLY if copy fees exceed $10; no Stamford school list exceeded this amount) the prepayment fee request was rescinded and the lists have since been forwarded) (see above) However, the waiver request for copy fees of $.50 per page was denied by the Stamford school district.

 

**The Freedom of Information Commission has informed AGPCAB Inc that they are unable to handle more than 5 respondents per complaint.(that would be over 150 seperate complaints for the 800+ school administrators that did not forward the requested lists of verified acts of bullying) **The FOI Act does NOT specify the maximum number of respondents per complaint.

**Note-the ED166 data consists of ONLY acts which have been disciplined by suspension, in-school suspension or expulsion-therefore, since anti-bullying  prevention best practices discourage a no-tolerance discipline approach but rather appropriate graduated sanctions, it is highly probable that many verified acts of bullying may not be included here-making the purpose of collecting this data  irrelevant . Because the ED166  provides  limited data on bullying in CT public schools, it's imperative  that AGPCAB INC  receive and publicize the number of verified  acts of bullying in each school collectively, so parents, students, professionals, law enforcement, lawmakers, etc., can have a more accurate and global perspective on the issue. Without this perspective, it stands to reason that CT communities will be less compelled  into taking adequate measures against bullying among our youth seriously.

 (*note- This list does NOT include all suspensions and expulsions! It only includes suspensions and expulsions  resulting from incidents which are required to be reported to the CT State Board of Education. Also, the CT Sate Department of Education will not give the public access to the names of schools with a a total number of suspensions/expulsions under 10.
