Governing Council Information
The Governing Council consists of North America, Germany, China, and the UK. All of these countries were part of the formation of the GC except for China. Not everybody was pleased with their countries decision to join the GC. In most countries, those who were unhappy with the decision were the minority, however, in China these unhappy people are the majority. China's Premier agreed to join the GC if they would help him keep power. The GC accepted his proposal and sent him weaponry and men to train his soldiers. Even though his forces are outnumbered, superior technology has kept him from being overthrown. Those loyal to China's Premier, Chang Zhao, are protected by Chaal forces. Chaal are an elite group of Chinese soldiers fanatically loyal to Zhao.
Since the war destroyed many places, and depleted some nations resources, most countries are focused on rebuilding. The GC ultimately hopes to bring about a worldwide government, but it is currently fixing that which it has. Many of its cities require attention and quite a few are merely graveyards. The GC must first deal with problems such as the many small-scale riots constantly being caused by those unhappy with the GC, before the GC can safely start to expand.
The GC realizes that when it moves to expand its borders, it could cause another war. Having thought about this, the GC has decided this is an acceptable risk. Many other countries that are not part of the GC also realize that, if allowed to rebuild, the GC could likely force its control over the world without much trouble. These countries are to weak to actually act against the GC and are building up, hoping to destroy the GC.
Even without other countries attacking them, the GC has to defend against both its and other countries citizens who have formed anti-GC groups and cause any kind of trouble they can for the GC. Some of these groups are hardly organized, but some are well organized and well equipped. The GC has been having problems dealing with certain events recently and it's believed that one group has been causing most of the trouble. Nobody knows anything about the group, other than they are well organized and tend to strike almost anywhere they want regardless of GC defenses.
