Background
In the year 2367, the third world war started. The
war lasted almost 43 years; it finished in the late
months of the 43rd year. During the later years of the
war, some countries found that the war had been started
by a ancient organization, the Illuminati. It was found
that the Illuminati wanted to weaken the world powers and
take power. The countries that found this information,
they hunted down any member of the Illuminati they could
find. WWIII ended when the information finally spread and
the Illuminati were destroyed.
Although the Illuminati never managed to finish their
second goal, to take power, they did succeed in weakening
all the countries involved in WWIII. Many smaller
countries had been demolished and larger countries were
severely wounded. The only countries to come out of the
war unscathed were countries that were able to stay out
of the war because they were too small to be noticed.
Realizing that there was the possibility of another
organization tricking the countries into another war, the
leaders of the countries met. They decided to create the
Governing Council. The GC consisted of the leaders of the
countries that took part in its making. With one
government for the world, the Council hoped for peace.
Some countries refused to join the GC and some of these
were attacked by the GC's forces. Realizing the power of
the GC, some independent countries joined. However, some
still refused, and many people who didn't agree with
their country joining, formed militia groups which every
once in a while organized attacks on GC countries.
Deciding the threat posed by air traffic was too great,
the GC restricted all flight through their airspace. Any
flight without proper authorization was illegal, and it
was very difficult to gain authorization. Only some
organizations managed to gain authorization. The GC went
about enforcing the restriction at first by fines and
jailing, but various anti-GC militia groups still manage
to get into too many places. After months of meetings,
the GC finally announced its decision to install
anti-air weapons. "The danger of rogue groups has
become too great," stated one spokesman for the GC.
Any flight is now given fair warning to turn back before
the anti-air truly opens fire. Some companies still have
flight authorization and some transport goods. Long
distance travel is now generally done by train, and even
overseas travel is by boat, with only organizations with
flight authorization flying their employees overseas.
The year is now 2438. Some countries have recovered from
damage done during the war, but most are still struggling
to rebuild. The GC still quests for a global government,
and continues to fight with the independent countries.
However, having been severely weakened in military power
the GC now spends most of it's time trying to better it's
economy. With its attention turned inward, the GC is a
target for the various groups that wish to strike at it.
Knowing it is vulnerable and not wanting to have to
concern themselves with their countries' defenses more
than they need too, the GC frequently hires mercenaries
to do work for them. Many mercenary organizations police
GC city streets and deal with most problems, although any
major defense vital to a countries survival is usually
handled by the GC (in other words, the mercenaries do the
grunt work).
