A study of public administration might
be started by saying that it is a part of administration science.
Public administration is a species of administration science genus.
The fundamental definition of Public Administration is to organize
and to manage man and material to achieve the government goals.
Nowadays the definition of public administration often relates to
decision that has impact for public, made for public, using the public
resource. To understand focus and locus of public administration,
we must refer to its activities, which are the implementation of decisions
that has been establish.
By using this frame of thinking, we can define the focus of public
administration is public policy with the whole dimentions, so the
function as public service can be establish. Hence we can define the
locus of public administration is policy stakeholders. Citizen groups,
united labour, and government agents are the examples of policy stakeholders.
It is absolutely necessary to have a clear understanding that the
movement of public administration paradigm is a continuum process,
not an accidental process. The early paradigm of public administration
is a description of dichotomy between politic and administration.
Thereby we can describe that study of public administration concentrates
on the activities of government agencies that has impact to public
and how that government agencies has impact to public and how that
government agencies identified the public problem before they issue
the government decision.
